Review and Prospects
Chaired by its president, the Minister of Public Works Emmanuel Nganou Djoumessi, in the presence of the vice-president the Minister of Transport Jean Ernest Masséna NgalléBibéhè, partners from the African Development Bank, the World Bank, the Islamic Bank, the head of the jointly financed road projects unit Maurice Djontu presented yesterday Wednesday March 6, 2024 at the Mont-Fébé hotel in Yaoundé, the 2023 activities report.
This presentation was made during the work of the National Steering Committee for Integrative Road Programs, the Transport and Transit Facilitation Project in the CEMAC zone and the multimodal transport project in Cameroon. It appears that economic activities have been carried out, with the aim of increasing household income and improving the living conditions of the populations of the localities located along the developed or rehabilitated roads.
If the construction of roads helps support trade and communication between people and countries, increases the standard of living, facilitates economic activity, and has been an engine for peace and prosperity, it is all It is quite normal for a certain number of infrastructure projects to be completed on the Ntui-Ndjolé-Mankim-Yoko-Tibati-Ngatt road and returned to the competent authorities of the said localities in order to facilitate the populations' access to basic social services. Among these works, we can note economic infrastructure: Six (06) multi-purpose hybrid energy processing and marketing units, three (03) sensitive market sheds, three storage warehouses, 03 boreholes, and three latrines, five ( 05) drying areas.
Social Infrastructure: Two (02) community radio stations, a women's and family promotion center built, four (04) equipped health centers including two built and two rehabilitated and sixteen (16) classrooms equipped with latrines, the Yoko SAR/SM building, a multifunctional youth center, two 370 ml fences for a school.
Several other related infrastructures including 151 km of municipal roads will be delivered in 2024 in localities located along the Ntui-Ndjole-Mankim-Meteing, Mintom-Lélé-Ntam-Mbalam and Babadjou-Bamenda roads.

« Something absolutely has to be done. We have noted, to regret it, that these different companies, in reality, are not there to move things forward; but rather, drag us down and unfortunately we are unable to perform as well as desired by development partners. It is for this reason that, referring to the experiences that we have elsewhere on this aspect, we have insisted that the different companies can be efficient and able to meet the criteria defined in each specification, which must actually be executed in the field. Unfortunately, some excel by their inconsistency and by their way of doing things which, in reality, does not correspond at all to the vision of the Head of State His Excellency Mr. Paul Biya.
We would like to salute the diplomacy of the Head of State, who works with mastery, who nevertheless managed to maintain these partnerships in their entirety in our country, Cameroon, and through their direct involvement in the very achievements of the projects in the country. The African Development Bank, the World Bank and others all participate in the execution of these different projects. It is therefore not at all acceptable that these are the companies that are hampering Cameroon's approach. This is why we have proposed criminal sanctions so that those companies that think they can come and make fun of our country can be deterred and so that we can continue our market towards the emergence desired by His Excellency Mr. Paul Biya. And, all the actors that we are as a whole will never stop saying thank you for his vision.”

« I am satisfied in the sense that many of the projects included in the 2023 work program have been executed. But, I must also note that we must improve the disbursement rate. It runs at less than 70%. What's fault? Why are we disbursing less? First, the fault of the procurement processes, the choice of co-contractors which takes time and some of these co-contractors who are truly in the ingenuity of the forgery with documentation which is not always very clear and on the site of the work, there is a big difference between the capacity of the person selected and the documentation that was produced. As a result and given the pace of the work, the pace of execution is very low. Which results in non-disbursement. So, we will work in the administrative governance of these projects. It should be noted that for the year 2024, there are approximately 279 km of roads that we will receive. It’s something said, but it has to be something done».
