Internal control, performance and mastery of tools: officials from the Ministry of Finance equipped

This is the objective of the capacity building seminar for Minfi officials on internal control organized for them on April 17 and 18, 2024 in Yaoundé. During his opening speech, the Inspector General of the Ministry of Finance, Antoine Félix Samba reminded participants of the importance of such an approach which aims to make a mid-term evaluation and propose corrective measures to reduce the Gaps observed in order to improve the performance sought in state programs.

All this will only be possible if the human resource is well trained even if there are other important issues and not the least such as, cybercrime, control of risks linked to the information system, the need to adapt reforms, improving communication and collaboration between the different stakeholders. It is a question of promoting a culture of internal control as a tool at the Ministry of Finance, of identifying challenges and risks, of exchanging experiences and of good practices for the proper management of projects.

Antoine Félix Samba, IG of Minfi

«Performance within the framework of administration today is very important for the first resource which is the staff, this means that this seminar is there to make the staff more efficient by strengthening their capacities within the framework of internal control. Control is the reconciliation between what is done and what should be done. We develop discrepancies and try to understand the why of these discrepancies; it is an activity that allows us to revitalize the team. It is important that people adapt to the reforms that are being undertaken in our institutions so that state projects can achieve their objectives. This is why strengthening the capacities of public officials is one of the challenges. The Minfi being that of resources, it is important to understand that if this resource is not used wisely we inevitably cannot wait for the results, we must also reduce the corruption which seems to plague our administration ».

Olivier Etoundi Nga, CEA2/DGB/DPC/CCTD

« The training that we benefit from today is worthy of interest in the sense that public finances in modern management, we must question, question through internal control which makes it possible to evaluate the performance and the functioning of a public entity . This gives the opportunity not only to identify on the one hand the positive values generated but also it allows us to identify the gap that exists between good performance and the limits that can be recorded in the operation of an entity. You know, we are in the era of performance and it is fashionable for us to take a break to readjust when we realize that there is a shortcoming. So to us, listeners who are therefore led to question performance, this management, today's training gives us rudiments, precepts, arguments and also the possibility of mastering the techniques and tools that can allow us to achieve the objectives set ultimately ».
