If the construction work on this 60 km section on the Nationale 15 has so far progressed at a satisfactory pace, the fact remains that the environmental and social measures taken by the company China Railway 20 BUREAU GROUP CORPORATION worry the Project owner. Hence the instructions from the Minister of Public Works during the project review carried out on Friday April 19, 2024.
The evolution of the work in the field contrasts with the deleterious climate perceptible in the relations between the company and its staff, due to working conditions which do not always respect the standards prescribed in the environmental and social management plan of the project. On April 18, 2024, the company CR 20 was notified of the decision of the Technical and Financial Partner to suspend disbursements and to suspend the work for non-compliance with environmental and social obligations and requirements. This notification follows a fatal accident that occurred a few weeks ago, unfair dismissals of staff and environmental non-compliances recorded.
On the ground, on April 22, 2024, work has been formally suspended since receipt of this notification; only the work relating to the maintenance of traffic on municipal roads and the protection of the work already carried out on the RN15 justifies the instructions formulated by the Minister of Public Works to the company and which boil down to the recruitment of an expert in safety issues on the construction site and the immediate contracting of all personnel.
Regarding physical execution, the progress of the works is estimated at 58% with 69.2% of roadworks and 79.62% of drainage, sanitation and protection works carried out along the main route.
The project involves the construction of 60 km of road on Nationale 15 and the development of a total length of 73 km of municipal roads.
