Senegal: Public finance management: Bassirou Diomaye Faye, demands more transparency from civil servants

In a letter to this category of workers, the new strong man of Senegal also encourages them to set more examples.

More exemplarity and transparency: this is the call launched by the newly elected Senegalese president to civil servants and other public service agents in his country. He invites them, in the exercise of their various functions, to fully embody the principles of uprightness, probity and exemplarity. “May your daily work be imbued with this permanent concern for the common good where service to our fellow citizens and their well-being takes precedence over all other considerations”, we can read in this correspondence recently published and widely shared on social networks.


In addition, Bassirou Diomaye Faye, underlines the importance of taking into account by civil servants and other public agents of the country of the Lions of Teranga, transparency in the management of public affairs. In this sense, a brief reminder of the legal provisions which guide this requirement is given to those concerned in his missive. These include the 2012 law of December 22, 2012 on the code of transparency in the management of public finances which establishes a clear legal framework for the integrity of the actors involved in the management of public affairs. This law underlines “the requirement for irreproachable ethnic and ethical behavior for all state agents, emphasizing that transparency is not an option; but an obligation ».


Moreover, in points 7.2 and 7.3 the legal text recalls that public officials have the duty to scrupulously ensure the proper management of the resources entrusted to them and to report all violations of the rules governing public finances. This is a request, indicates the Senegalese president, which is not only legal. “She’s moral.” This is why he asked everyone to feel free and supported to safely share information regarding irregularities or unethical and legal practices. This is a commitment, he concludes, which reflects “our collective desire to build a virtuous government, based on the ethic of responsibility and accountability”.

I can’t wait for the young president to be understood but above all followed in this dynamic which aims to “work to improve the quality of life of every Senegalese.” ».
