  • Maison de la Diaspora: A Gift from the Head of State!

    The ceremony of handing over by MINDCAF to MINREX (represented by its SG) of the related land documents relating to state land located in Mbalngong district of Mbankomo, department of Mefou and Akono intended for the construction of the House of the Diaspora took place takes place this Friday, March 1, 2024 in the conference room of the Mindcaf ministerial office. Several times, the Head of State of Cameroon has explicitly reached out to the Diaspora and he has always been convinced of the assets of this Diaspora. This is how, for example, during the visit he made to France on July 24, 2009, the Head of State declared that he wants and I quote “to see the Diaspora participate in the development of Cameroon”. End of quote. Naturally, when we receive we say thank you and we ask for more. The 7 million Cameroonians who live abroad are great patriots aware of their potential and their assets. But they are also aware of the well-known additional barriers that persist and which can slow down their contribution to the development of Cameroon.   • Local development: Minepat makes 2.2 billion CFA francs available to 7 municipalities

    The Minister of Economy, Planning and Regional Development, Alamine Ousmane Mey proceeded, on Thursday February 29, 2024 in Yaoundé, to the signing of the related partnership agreements with the Mayors of the beneficiary Municipalities, in the presence of the Director of the International Labor Office in Cameroon. In a few months, the Municipalities of Fokoué (West), Kribi 1st (South), Nkongsamba 2nd (Littiral), Ngaoundéré 3rd (Adamaoua), Nitoukou (Center), Touroua (North), and Tubah (Northwest) will see their park infrastructure improve. This, thanks to additional resources from the MINEPAT Public Investment Budget for the 2024 and following financial years. Indeed, the 2.2 billion FCFA allocated to these 07 Municipalities, is part of the partnership MINEPAT - Cameroonian Decentralized Territorial Communities (CTD), for the realization of demonstrative works such as “High Labor Intensity” (HIMO). Specifically, the signed agreements will allow the rehabilitation and maintenance of earth roads, as well as the construction of social housing and shops in the aforementioned municipalities. The selected projects were the subject of prior studies, and will ultimately: generate 1,520 direct jobs, develop technical skills in construction, promote unskilled local labor and contribute to the valorization of available local materials. in each municipality. Speaking on behalf of the 7 Mayors who signed the agreements, the Mayor of the Municipality of Fokoué in the Western region, expressed their gratitude to the Government: “this new funding will allow the realization of projects which will certainly improve the well-being of the populations of the beneficiary municipalities,” underlined Adrienne Demenou Tapamo. For the Minister of the Economy, “this signing of conventions is part of the national dynamic, under the very strong leadership of the Head of State, H.E Paul BIYA, in favor of virtuous decentralization for a prosperous future”. It is the realization of one of the orientations of the National Development Strategy (SND30), namely “the systematization of the HIMO approach with the dual objective of developing infrastructure and generating temporary income for poor households”. For the effective implementation of these conventions, Alamine Ousmane Mey invited the beneficiary Mayors to ensure close collaboration with the HIMO Technical Unit which has within it, representatives of MINEFOP, MINTP, MINHDU and a database of experts in HIMO techniques. “These intellectual, material and human resources are at your disposal, in order to guarantee the satisfactory completion of your operations,” indicated the minister. It should be noted that the use of labor intensive approaches for the construction of basic infrastructure constitutes a strong option of the Cameroonian Government, contained in its legal instruments. In addition to the Presidential Circular relating to the preparation of the State budget for the 2024 financial year, the decree of June 20, 2018 establishing the Public Procurement Code provides for incentive provisions for labor-intensive approaches. The same is true of the decree of March 24, 2014 setting the conditions for recourse and application of HIMO approaches in Cameroon. It is to ensure greater promotion of these approaches that, since 2013, MINEPAT has undertaken the creation, in direct partnership with the CTDs, of demonstrative works using the HIMO technique. To date, 59 CTDs have already benefited from this initiative, with results considered satisfactory in various areas. As an illustration, more than 10,597 direct jobs were created, including 1,650 in the localities of Nwa, Mbengwi, Fundong and Bamenda in the North-West, Mamfé, Tinto, Tiko and Kumba in the South-West; 270 internally displaced persons had the opportunity to work in the HIMO construction sites in Babadjou, Bafoussam, Banka, Melong, Nkongsamba, Makénéné and Ngambé-Tikar; 3,650 unskilled workers were trained in several technical specialties, namely rubble masonry, formwork, reinforcement, cleaning of waterways, manufacturing and laying of paving stones, as well as the manufacturing of earth blocks compressed; nearly 4.4 billion FCFA in salary income paid to local populations, thus strengthening their purchasing power; roads have been remediated and paved with concrete or stone pavers; hangars, shops, classrooms and social housing were built from compressed earth blocks; culverts and culverts were made of rubble masonry, etc. The idea here is to make CTDs real poles of growth and economic and social development at the regional and local level.   • TCHADLE PRINCIPAL OPPONENT OF MAHAMAT IDRISS DEBY MURDERED AT HIS PARTY HEADQUARTERS

    Yaya Djillo Djerou the Chadian opponent of President Mahamat Idriss Deby Itno, died on February 28 at the headquarters of his party, after an assault launched by the army. Controversial man, Yaya Djillo Djerou is a close relative of Mahamat Idriss Deby Itno. His mother was the cousin of the late President Idriss Deby. Since Idriss Deby (father of the current Chadian President) took power in 1990, a strong opposition had developed between Yaya Djllo Djerou and him. In fact, the relations between the two men were marked by a distancing, even a tenacious hatred, so much so that Yaya Djillo took up arms to fight against Idriss Deby. Helped by the twins Timan and Tom Erdimi, themselves nephews of Idriss Deby Sr., he created in 2005, the Base for Change, Unity and Democracy (SCUD), an armed group which made no secret of taking the place of Idriss Deby at the head of Chad. The former Chadian President calmed the situation, through multiple talks between armed rebellions, political opponents and civil society, talks which have continued to mark the history of Chad. At the end of one of these multiple agreements, Yaya Djillo agreed to lay down his arms. He was then appointed by Idriss Deby senior, Minister of Mines and subsequently advisor to the Presidency of the Republic. This was without taking into account the cunning of Yaya Djillo, who considered these different functions as folding seats, the ultimate goal being the seizure of power. Yaya Djillo cultivates rivalry and finally leaves his official responsibilities as soon as the presidential elections of April 2021 are announced. He wants to be a candidate against his uncle Idriss Deby. Then begins a squabble between the two men, marked by public positions taken by Yaya Djillo, who criticizes Debby's management more and more openly. The latter does not let himself be fooled. He files a complaint for “defamation” against Yaya Djillo. Death of Yaya Djillo's mother and son The opponent refuses to attend any court summons. The Chadian armed forces, on Debby's orders, then organized a punitive raid on Yaya Djillo's home in N'djamena. Without warning, the soldiers fired from all sides. Djillo’s mother collapsed dead following this muscular intrusion. During this punitive operation, Yaya Djillo also lost one of his sons. But mysteriously disappears from the scene of the carnage. We would later learn that he had been exfiltrated from this macabre site, by protection lurking in the shadows, within Deby's army itself. A Praetorian army made up mainly of “Zaghawa”, an ethnic group common to the Debby and Djillo brothers. In the meantime, Idriss Debby died on April 19, 2021, during an armed operation against a rebel column of the Front for Alternation and Concord in Chad (FACT) which was fighting against the regime in the north of the country, and proposed to march on Ndjamena. With Idriss Deby dead, senior army officers met almost immediately and set up a “Transition Council”. They place at the head of the said Council, Mahamat Itno Deby, son of the late President and commander of the Republican Guard. From then on, Yaya Djillo challenges this President imposed by the military, and dubbed by Paris. Indeed, Emmanuel Macron attended in person on April 23, 2021 in N'jamena, the funeral of Idriss Deby. A few days later, the Chadian capital was covered by demonstrations. The demonstrators are calling for a coup d'état, since the Chadian Constitution provides that in the event of unavailability of the President of the Republic, the latter is replaced by the President of the National Assembly. However, in the present case, the Transitional Council had taken care to pronounce the dissolution of the government and the National Assembly. To remedy the situation, the Transitional Council, relying on its name, affirms that it will only be at the head of Chad for an interlude of 24 months. This Council, however, is careful not to mention any transfer of power to civilians. At the same time, an “inclusive national dialogue” is launched. Political parties, armed groups, as well as civil society, are invited to this forum. Yaya Djillo Djerou proclaimed candidate in the presidential election While the bodies responsible for implementing said elections are in progress, and the date of the elections is set for May 6, 2024. Yaya Djillo, the nephew who joined the opposition, declares himself a candidate... to challenge Mahamat Idriss Deby. He is accused of having carried out, on the night of Tuesday February 27 to Wednesday February 28, an attack against the premises of the intelligence services. He is also accused of "attempted assassination against the President of the Supreme Court". The opponent denies and believes that the power's accusations against him are "unfounded". He rather thinks that it is for the regime of Mahamat Idriss Deby, maneuvers to exclude him from the presidential elections scheduled for May 6, 2024. On February 28, he was caught by the army at the headquarters of his political group called Parti Socialiste Sans Frontières (PSF) where he had taken refuge. The Internet is cut off in the city of N'jamena while calls to go to the PSF headquarters to defend Yaya Djillo pour in on social networks.   • Editorial Candidacy of Ngoh Ngoh for the 2025 presidential election

    LURE OR FICTIONAL REALITY? The 2025 presidential election promises to be electric. The clans flanked around power now face each other and no longer just look at each other like china dogs. There will certainly be a match and no doubt perhaps in the clan of power. We were already used to the Frankists. For several weeks now, Ngoh Ngohists (meaning promoters of the candidacy of Ngoh Ngoh, current Secretary General to the Presidency of the Republic), have been putting themselves in battle order, through several meetings. The first was held on Saturday February 24 in Douala. However, the rules of the CPDM, the ruling party, are clear. No one can access the supreme office if they do not have the approval of the Party. To give such approval, the CPDM must meet in an ordinary congress to rule on the question. However, for the moment, this party has not yet said anything about its intentions for 2025, and to our knowledge no congress is planned in the shortest possible time. At the same time, certain leaders of those in power, in the person of Mr. Eyebe Ayissi, Minister of Estates, Cadastre, and Land Affairs, have continued to invite Paul Biya to run in the election presidential election of 2025. Virtual reality of a fictional candidacy or actual possibility of a candidacy of Paul Biya of whom almost everyone agrees that he no longer has the strength and vigor necessary to take care of the affairs of the Nation? The candidacies that we are currently observing on the political scene could also be a political ruse instigated by Paul Biya himself, for when the time comes, to present himself as the only one capable of bringing together consensus on his person. necessary to reconcile his party with himself as well as all the stakeholders, namely Frankists and Ngoh Ngohists.   • Ebolowa-Akom II-Kribi road: MINTP, ICM, UKEF and Standard Chartered Bank by video conference

    These actors carried out an evaluation of the preparatory measures for the start of construction work on the Ebolowa -Akom 2 - Kribi road this Thursday, February 29, 2024, during a videoconference in which a representative of MINEPAT also took part. The session was chaired by the Minister of Public Works, Emmanuel Nganou Djoumessi. The preparatory measures for the start of work mainly concern the upgrading of the project's environmental impact studies which take into account the vulnerability of local populations, the protection of primates identified in the project area and environmental measures and the signing of the works financing agreement. These environmental factors, requirements of UKEF, the main donor in the implementation of the project, constitute determining levers for the start of the work. The ICM company was represented by Mr. Constantini, UKEF, by Mr. William Lancaster and several other members, the voice of Standard CharteredBank was carried by Mrs. Ewelina Tomdio Mobian. Alongside the Minister of Public Works, several officials in charge of the file. From the discussions carried out between the actors, it emerges that the environmental studies previously carried out must be updated, in particular with clarifications on the identification of the populations interviewed, the lifestyle of the local populations and the sociological data among others. The parties agreed on the need to organize in the coming weeks, a workshop to share information on the project, on April 15, 2024, which should make it possible to reach a decision for the start of the work. On this subject, it was mentioned that the provision of the study report is essential for the signing of the financing agreement.   • Reconstruction of the Babadjou-Bamenda road: the company is carrying out 45 works out of the 52 planned

    The work on this 18 km section which goes from Matazem to the entrance to the town of Bamenda is being carried out by the Bun’s company. Despite the security conditions which led to the work being temporarily interrupted, the company reassures about on-time delivery. As of February 28, 2024, the progress of the work is reflected in several aspects. The rights-of-way are completely cleared over the entire section, the litho-stabilization work covers a length of 14 km, the foundation layers and the gravel bitumen are respectively carried out over 9.5 km/18km and 5km/18 km. Of the 52 hydraulic structures to be built on this section, 45 have been completed and the company is currently working on the completion of 4 structures. To start other road works, the company continues the production of aggregates. The project also includes the implementation of related road projects, for a length of 23.5 km. The related work has started and 18 km have been cleaned to date.   • Pan-African Development Institute: 60 years already!

    The celebration of the sixtieth anniversary of the Pan-African Institute for Development (IPD), the new administrative district, was coupled with the installation of the new PCA (Chairwoman of the Board of Directors) and the official inauguration of the new headquarters of the secretariat general of this continental institution, took place this Wednesday, February 28, 2024 under the chairmanship of the Minister of Economy, Planning and Territorial Development (Minepat), Alamine Ousmane Mey, and several other personalities. In his welcome remarks, the Secretary General of the Pan-African Institute for Development (IPD), Professor Emmanuel Kamdem expressed his Institution's gratitude to the high Cameroonian authorities for the multifaceted support from which the IPD has benefited. The Secretary General took advantage of this circumstance to present the new President of the Board of Directors, Fatumata Djau Baldé, also Minister of Agriculture of Guinea-Bissau, elected on February 17, 2024, following the death of the Cameroonian Elad Theresia.
