  • Humanitarian: Cameroon intends to alleviate the suffering of 2.3 million people

The 2024 humanitarian response plan launched on April 16 in Yaoundé will target the most urgent needs linked to the impact of the Lake Chad basin conflict, the crisis in the English-speaking regions, as well as the repercussions of the influx of refugees to the East, in Adamaoua and the North. According to figures from the United Nations Office for the Coordination of Humanitarian Affairs, 3.4 million people will need humanitarian assistance in Cameroon in 2024. Hence the appeal launched to donors by the government and partners humanitarian workers of the country this April 16 in Yaoundé. It was during the official launching ceremony of the 2024 Humanitarian Response Plan (PRH) for Cameroon chaired by the Minister of Territorial Administration, Paul Atanga Nji. Aiming to respond to the humanitarian needs of 2.3 million people out of the 3.4 counted, the PRH 2024 targets the most urgent needs linked to the impact of the conflict in the Lake Chad basin, the crisis in the northern regions West and South West, the influx of Central African refugees, epidemics and climatic shocks. It also targets the nearly one million internally displaced people. Not forgetting that because of its hospitality, the country welcomes nearly half a million refugees and asylum seekers and that the United Nations estimates that 2.5 million people will face acute food insecurity. in 2024. This, despite certain positive trends recorded in some regions. The result of a multisectoral process, this humanitarian response in 2024 will target interventions in the areas of shelter and essential household items, education, nutrition, protection, health, and food security. As well as water, hygiene and sanitation, protection and multi-sectoral response to refugees. Hence the call for a renewed commitment from the entire humanitarian community and donors to meet these vital humanitarian needs. “We must also contribute to promoting, exploring and implementing innovative and sustainable solutions to address the complex and prolonged effects of displacement, in cooperation with national authorities, development actors and international financial institutions,” recalled , Coulibaly Siaka, the humanitarian coordinator for Cameroon. “In 2024, millions of lives depend on our continued solidarity with those who need it most. I invite you all to consider how we could further alleviate the suffering of populations affected by the crises in Cameroon,” he added. Julien Efila

  • INDOMPTABLE LIONS: Marc Brys announced on European tour

The manager and selector of the Indomitable Lions of Cameroon Marc Brys is announced this week on a European tour after which he will meet Cameroonian players playing in the European championships. The Belgian technician is making his second official outing after visiting the various sports infrastructures in Cameroon last week with his technical staff. This tour comes at the right time, at a time when it seems important to think about the implementation of the tactical, technical plan and the reconfiguration of the Cameroon national football team. Indeed, one of the Belgian technician's missions during this tour is to meet the players and observe others likely to be called up for the next Indomitable Lions regroupings. In addition, Marc Brys should take advantage of this mission to bring back certain players excluded by Rigobert Song. He will have to move to Germany to Bayern Munich see the case of Éric Maxime Choupo Moting, one of the best attackers of the team sidelined the day after the 2022 World Cup held in Qatar from which Cameroon exited first tour beating Brazil (0-1) in the last group match. Apart from the Bayern player, Marc Brys should also look into the case of Micheal Ngadeu, one of the pioneers of Cameroon's historic victory against Algeria at the Blida stadium in March 2022. We remember that it is Ngadeu who heads the ball which ended up in the back of the net marked by Karl Toko Ekambi in the final minutes of play, thus qualifying Cameroon for the Qatar 2022 World Cup. Except that Ngadeu central defender of the Lions will not take part in this competition. Even if football observers had noticed that the member of Gantoise, a first division club in Belgium today in China, was starting to show signs of fatigue. Still, his experience would have helped maintain a certain cohesion in the group. Micheal Ngadeu today in the firmament in China, this is a big challenge that Marc Brys will have to take into account. Marc Brys: what game strategy will the Belgian adopt? Before signing his contract with the State of Cameroon, Marc Brys certainly had a tactical plan and a projection concerning his typical team. The tactical scheme he uses the most in the 15 clubs he has managed since 2001 in clubs in Belgium, the Netherlands and Saudi Arabia is the 3-4-2-1 scheme which is similar to the 3-4 system. -3. This pattern is played with three defenders, four midfielders and three attackers. Even if his name does not appear in the list of the best coaches in Europe with this system, he could implement it with the Indomitable Lions. Marc Brys' probable starting eleven. With this tactical scheme, we could have as goalkeeper André Onana, Jean Charles Castelleto and Micheal Ngadeu at the center and Nouhou Tolo. In the 4-man midfield he will be able to join Carlos Baleba with André Franck Zambo Anguissa, Pierre Koundè Malong and Olivier Ntjam. Further forward Kevin Nkoudou and Bryan Mbeumo will support Vincent Aboubacar, Franck Magri or Éric Maxime Choupo Moting in attack. Could this plan qualify Cameroon for the 2025 CAN planned in Morocco and for the 2026 World Cup? Still, whether the strategy works or not, the Cameroonian people who spend hundreds of millions for this national team will judge the mason at the wall. J. Patrick DJON

This initiative is the result of exchange frameworks facilitated by German Cooperation between traditional chiefdoms in neighboring areas of the BSB Yamoussa protected area complex facing the challenges of the expansion of the animal production system through transhumance and the threat of invasion of protected areas. Initiated by the Lamido de Rey-Bouba, this Center is based on the hypothesis that the continued training of indigenous and transhumant populations coming from the Central African sub-region through short-term capacity building can have an immediate influence, positive and sustainable on this issue and produce knowledge and learning that can be capitalized on in the member countries of the Central African Forestry Commission (COMIFAC). • Peer education certification: a step towards official recognition of an essential profession.

This is the objective of the press conference given this Monday, April 15, 2024 at the Djeuga Palace hotel in Yaoundé by the NGO Coalition Plus. It was a prelude to the 12th international Francophone conference on HIV/AIDS, hepatitis, sexual health and emerging diseases (AFRAVIH 2024) which opens this Tuesday, April 16 at the Palais des Congrès. This press conference allowed the various speakers to fully appreciate the work of peer educators in the community health care pyramid. After the welcome speech from the Africa manager of Coalition plus Papa Abdoulaye Deme, we had the presentation of Mach-houd Kouton representing Onu AIDS West and Central Africa, then that of Brice Bambara of the global fund, of Loïc EBO GTR CNLS/Centre and finally the testimony of Florent Ateba, peer educator who expressed the hazards of this profession which he carries out with passion. Media men and women were entitled to discussions to improve their understanding and the need to make it a decent full-time profession. The Yaoundé meeting will serve as a trigger for this approach, which remains laudable. Reactions Papa Abdoulaye Deme, head of Africa office Coalition Plus « Coalition Plus is a union of international civil society organizations that work for access to health and also on human rights issues around the world. The aim of this press conference was to share the initiatives of Coalition Plus but of other partners on the question of recognition in any case of the profession of Peer Educator, because we all know that peer educators are the essential links in the fight against HIV. Also in other areas of health they play an important role. The statistics at the global level have proven it, there is evidence which today shows the important role that this peer educator plays. We are in a global organization and represent in this profession which involves several technical and financial partners including the recognition of this peer educator status. There are many steps, we have put in place initiatives such as a regional Talk force, which will today support the advocacy that we are doing, we also plan to work with state institutions, we thank the regional level which will to be able to offer this certification, recognize and give all the necessary guarantee for this profession and for the benefit of the general public. There are mechanisms for encouraging peer educators through action plans which will be operational through which we work, as a reminder we operate in 53 countries in which we have the platforms in which we are trying to ensure that in each country that there is already the availability of a charter for peer educators, the availability of a framework which describes the work (tasks, working conditions of peer educators). We will mobilize technical and financial partners to upgrade and provide many more resources to peer educators, including their salaries.». Mach-houd Kouton, UN AIDS regional advisor for West and Central Africa « More than ever, we need peer educators. You know, these are the ones that allow the most marginalized people or those most vulnerable to HIV to be able to access services. The more things progress, the more we need them because their role is sometimes subject to violence or stigmatization, as you noted during your testimonies. All of this puts at the center the need to have peer educators who are protected, protected by their training, by the systems that are put in place by certifications. That is to say, to have a dignified, protected job, which is part of a mechanism of training, supervision, monitoring and it is at this price that we will have peer educators who are there the linchpin, the base of the response to HIV. You know for UNAIDS, putting an end to AIDS means putting an end to inequalities. And for that, one of the key interventions is that 30% of services (screening and treatment) are carried out by community organizations, 60% of prevention is carried out by community organizations (peer educators), so today more than ever, we needs peer educators for a response to HIV AIDS. Likewise, we saw with the Covid pandemic, they must be an integral part of the health pyramid because they are the ones who build trust, the essential ingredient of a health system, because they have experience, know-how, training and commitment to serving the community ». • Protecting the oceans and fighting pollution: FINDING AN EXIT FOR RECYCLED PLASTIC WASTE AT OTTAWA

The fourth session of the Intergovernmental Negotiating Committee to develop a legally binding international instrument on plastic pollution, particularly in the marine environment, is scheduled for April 23-29, 2024 at the Shaw Center in Ottawa, Canada. It will be preceded by regional consultations on April 21, 2024. The production of plastic waste is considerable, each year, more than 280 million tonnes of plastic products used for a short period of time are thrown away. Overall, 46% of plastic waste is sent to landfill, while 22% is mismanaged and becomes waste, often dumped as far as the eye can see, in illegal dumpsites. The United Nations Environment Program (UNEP) is an organization of the United Nations system, created in 1972, with the aim, among other things, of: -coordinate the activities of the United Nations in the field of the environment; -assist countries in the implementation of environmental policies. It must be said, to regret it, that UNEP previously proposed recycling and the circular economy as a solution to the problems generated by the proliferation of plastic. Today, progress in science challenges this preconceived idea. In 2020, NGOs from 24 countries, including Terre et Développement pour le Cameroun, visited local small-scale recycling facilities, and purchased bags of recycled high-density polyethylene (HDPE) pellets. This type of plastic was selected because it is one of the most commonly used around the world. The pellets were initially analyzed in laboratories in several European countries, for the presence of the chemical bisphenol A and several chemicals from both groups of brominated flame retardants and benzotriazole UV stabilizers. The initial analysis covered 18 chemicals hazardous to human health. Two pellet samples were found to contain 16 of these chemicals. More than half of the samples (54%) contained 11 or more toxic chemicals, and 21 pellet samples contained all three groups of targeted chemicals, all harmful to humans. All pellet samples contained one or more of the targeted chemicals. Hence the concern of IPEN (International Pollution Elimination Network) which is proposing at this conference, at a minimum, labeling of plastic containers, in order to keep anyone who may be in contact with this material informed. This method will hopefully increase awareness among users and the general public. In addition to labeling, IPEN suggests that traceability be made for recycled plastic products, in order to control their life cycle. So recycling would not be a panacea and other innovative ideas should emerge at the end of this meeting with the aim of limiting the invasion of the oceans by our plastic waste which constitutes a real threat to underwater species. and even terrestrial, including man in particular. • Phase 1 of the asphalting of the Edea-Dizangue-Mouanko road: the failure of the company in charge of the work was noted

The gap observed between the overall progress (13.10%) and the deadlines consumed (105.41%) sufficiently demonstrates that the company is struggling to improve its performance. Hence the failure report established by the Project Owner. The current prospects are now focused towards a new contractualization, for the realization of this project. Work prior to the asphalting of the regional road R031701, started by the Edéa-Dizangue section which extends over 14 km and should connect the town of Edéa to that of Mouanko, is progressing unsatisfactorily. Indeed, the Zuidaf Sarl/Fredex Group Group, mobilized on this section since the end of 2022, is still working to carry out the earthworks, two years after its mobilization on the ground. As of April 12, 2024, they are at kilometer point (pk) 6+00. Only a grader and a loading shovel are active on the site to carry out all the expected services. Moreover, the excavated material stored at PK2+350 did not obtain approval from the project management. In view of the shortcomings observed on the company side, the Client initiated the termination procedure, by issuing a service order indicating failure which continues to support the company, in particular the reinforcement of the staff as well as the equipment on the work site. Aware of the economic and social importance represented by the asphalting of the Edéa-Dizangue-Mouanko road, the government is doing everything possible to build this road infrastructure located in the Littoral region. • DAVID ETO’O: The earth has definitively closed on the servant of God.

Died in 2023 in Douala, the father of the legend Samuel Eto'o Fils began his last journey for eternity on April 13, 2024. Posthumously decorated by the State, he was buried in the maritime Sanaga in Ngambè his native village, attracting several personalities and members of the government. Never has an unfortunate event drawn so many people to the Sanaga Maritime over the last 20 years as the funeral of David Eto'o, father of the former footballer and president of the Cameroonian Football Federation Samuel Eto'o Fils. Several high-ranking international figures, members of the government, economic operators, political, sporting and cultural actors made the trip to Ngambè to express their attachment to the damaged family. Messages of comfort were sent to the president of Fecafoot from the four corners of the world. Oswald Baboke Minister and Deputy Director of the Civil Cabinet of the Presidency of the Republic represented Cameroonian President Paul Biya at his funeral. He brings to these places a wreath of flowers from the presidential couple and a message of comfort to the family. In addition to Oswald Baboké, we were able to notice among others the presence of the governor of the coastal region Dieudonné Ivaha Diboua, Grégoire Owona (Minister of Labor and Social Security), Jean Ernest Massena Ngallè Bibehè (Minister of Transport), Célestine Ketcha Courtès (Minister of Housing), Joseph Le (Minister of Civil Service and Administrative Reform), Paul Atanga Nji (Minister of Territorial Administration), Jean de Dieu Momo (Minister Delegate to the mjustice) and several other senior figures of the Republic. A way of recognizing the value of the Eto'o family and the merit that the deceased had in the education of his children. The head of the family Samuel Eto'o thanked the President of the Republic Paul Biya in a moving speech for making the Ngambè village accessible: 'My father was a model for all of us, his disappearance leaves a big void, but his legacy and its values will continue to guide us. I thank the Head of State for making the Ngambè village accessible,” said Samuel Eto’o. The crowds broke the record both on the site and in the streets, sometimes causing traffic jams. However, photographers and other curious people do not miss any opportunity to capture souvenir photos with the stars present on the site. A constellation of stars made the trip. In Rock Star the former president of the Confederation of African Football Ahmad Ahmad, the former coach manager of the Indomitable Lions Rigobert Song Bahanag who made his first public appearance since the end of his contract with the Cameroon national team. Roger Milla, Patrick Mboma, Francis Ngannou, the former UFC champion. These champions were present in Ngambè. Longue Longue, the Xmaleya and the Guinean artist Grand P honored with their presence. As a reminder, David Eto'o, the father of the legend Samuel Eto'o who died a little over a year ago, was buried in his native village in Ngambè. A church elder, he is undoubtedly going to continue the work left on earth with his father, the Almighty God. J. Patrick DJON

  • Senegal: Public finance management: Bassirou Diomaye Faye, demands more transparency from civil servants

In a letter to this category of workers, the new strong man of Senegal also encourages them to set more examples. More exemplarity and transparency: this is the call launched by the newly elected Senegalese president to civil servants and other public service agents in his country. He invites them, in the exercise of their various functions, to fully embody the principles of uprightness, probity and exemplarity. “May your daily work be imbued with this permanent concern for the common good where service to our fellow citizens and their well-being takes precedence over all other considerations”, we can read in this correspondence recently published and widely shared on social networks. In addition, Bassirou Diomaye Faye, underlines the importance of taking into account by civil servants and other public agents of the country of the Lions of Teranga, transparency in the management of public affairs. In this sense, a brief reminder of the legal provisions which guide this requirement is given to those concerned in his missive. These include the 2012 law of December 22, 2012 on the code of transparency in the management of public finances which establishes a clear legal framework for the integrity of the actors involved in the management of public affairs. This law underlines “the requirement for irreproachable ethnic and ethical behavior for all state agents, emphasizing that transparency is not an option; but an obligation ». Moreover, in points 7.2 and 7.3 the legal text recalls that public officials have the duty to scrupulously ensure the proper management of the resources entrusted to them and to report all violations of the rules governing public finances. This is a request, indicates the Senegalese president, which is not only legal. “She’s moral.” This is why he asked everyone to feel free and supported to safely share information regarding irregularities or unethical and legal practices. This is a commitment, he concludes, which reflects “our collective desire to build a virtuous government, based on the ethic of responsibility and accountability”. I can’t wait for the young president to be understood but above all followed in this dynamic which aims to “work to improve the quality of life of every Senegalese.” ». Julien Efila

  • Promotion and development of geographical indicators: Douala hosts an international conference

Organized by OAPI in partnership with AFD, this major meeting which benefits from the institutional support of the Ministry of Mines, Industry and Technological Development will be held from April 17 to 19, 2024. It is the theme “Geographic indicators (lG) in Africa: Current situation and development prospects” which will serve as a breadcrumb trail for the three-day international conference that the Cameroonian economic capital is preparing to host. From April 17 to 19, experts, GI development institutions, and producers from around twenty countries will take stock of the efforts undertaken to promote GIs. Also, these leading players will be keen to outline the prospects for their development and expansion on the continent. On the sidelines of this event, an exhibition fair of quality GI products from around twenty African countries will be held. “A great opportunity therefore for the populations of Douala invited to come and discover the agricultural and artisanal riches of the continent's terroirs”, indicated Denis L. Bohoussou, the director general of the African Organization for Intellectual Property (OAPI), l The government office of 17 African countries responsible for issuing industrial property titles, in particular patents of invention and registration certificates for trademarks or GI services. It is also a development agency, responsible for promoting the strategic use of intellectual property for development purposes in member states. It is within this framework that the actions undertaken to promote GIs fall. As a reminder, on December 6, 2006 in Ouagadougou, Burkina Faso, the ministers of industry and those of agriculture of the member states of OAPI had urged this continental institution to continue and intensify the efforts deployed for the promotion of IG. Through this act, they reaffirmed the interest of GIs in the promotion of local products and territorial development. It is therefore with this support that OAPI has set up, with the assistance of the French Development Alliance (AFD), the project to promote GIs in its 17 member states. The first phase of this project implemented between 2008 and 2014 allowed the recognition of the first GIs in the OAPI space, in particular: white pepper from Penja and white honey from Oku (Cameroon) and Ziama-Macenta coffee (Guinea ). • FOOTBALL: while African players stand out in terms of salaries abroad, black coaches are going through the ordeal in Africa.

African footballers are establishing themselves through their talents in foreign championships and this is forcing club managers to hire them for considerable remuneration. African coaches, for their part, experience the complex in terms of salary and are very often pushed aside to the detriment of the settler. The observation is alarming for coaches and encouraging for African footballers who play in the European, American, Russian and Asian championships. They were able to associate their talents with their market value by imposing a certain consideration on recruiting clubs. Among the best paid African footballers in Europe are Victor Osimhen. Victor Osimhen is valued at 110 million euros. The finalist of the last 2023 African Cup of Nations in Ivory Coast is the most expensive African player at the moment. He was able to rise to the top of his game through his performances on the field. The Nigerian striker is valued at 110 million euros, he is attracting envy in Europe. Under contract with the Naples club in Italy until 2026, the holder of the 2023 Confederation of African Football Golden Ball receives a salary of 450,000 euros/month. He is treated better than several European footballers like his Naples teammate, the Portuguese Mario Rui who is estimated at 04 million euros. Franck Zambo Anguissa, better paid compared to Europeans. We also note the case of André Franck Zambo Anguissa estimated at 35 million euros, leaving several European footballers at the bottom of the table. Mohamed Salah, the Egyptian, is the leader of the Liverpool side and has broken several records in recent years. Apart from his talent as a fast attacker, he is expensive in England. The 2021 Africa Cup finalist in Cameroon is valued at 65 million euros. In one year Mohamed Salah receives a salary of 13,531,406,200 FCFA. Achraf Hakimi, the Moroccan from Paris Saint-Germain, is signed for 65 million euros. Figures which sufficiently show that the African has a say on the international level through his talent. Apart from the market value of African footballers in the European championships, the situation of African coaches is worrying. African coaches are treated lightly. If African footballers have established themselves in Europe through their talents, it must be recognized that this is not the case among African coaches. Several cases illustrate the frustrations that they experience in the exercise of their profession. Because it is very easy to hire a black coach for a pitiful sum, ask him for the results and drop him at the first failure. The case of Rigobert Song named in February 2022 by fecafoot for an amount of 18,850,000 CFA francs is an example which appears aberrant in view of the record of service and the pressure of the people. However, Marc Brys, his successor, would receive 26,000,000 CFA francs, or 8,000,000 CFA francs more than Rigobert Song. The same scenario occurred in Ivory Coast with Jean Louis Gasset who reached 70,840. 000 FCFA. Replaced by Emerse Faé, winner of Can 2023, the Ivorian state has shown no desire to offer him the same salary. Aliou Cissé  from Senegal, winner of Can 2021 in Cameroon, was at the center of a salary controversy. However, faced with a white coach, experienced or not in Africa, the leaders signed the contract without any form of trial. As a reminder, it is time to leave the colonial yoke and allow African coaches to better express themselves with the same means allocated to colonists. J. Patrick DJON

  • Matazem-Welcome to Bamenda section: the company completes 50 works out of the 52 planned.

With the completion of work on the Babadjou-Matazem section, the pace of execution of services is increasingly satisfactory on this second section of the Babadjou-Bamenda road in the North-West region. At the beginning of April 2024, the Bun's company has almost completed the construction of the works and the emphasis is currently placed on the roadworks. The pace of work in the coming weeks will determine the delivery of the Babadjou-Bamenda road reconstruction project. On this 18 km section which goes from Matazem to Welcome to Bamenda, the Bun’s company has improved its performance in recent weeks. The question of works which was worrying has found a solution with to date, 50 hydraulic works completed and 02 under construction and in progress, the pouring of the deck of the hydraulic work located at kilometer point 6 +925. According to the work schedule, these works will be completed before the heavy rainy season. Concerning the roadworks, the related workshops concern both the creation of the foundation layer in 0/31.5 with 12 km carried out over 18,050 km and the implementation of the base layer, in grave bitumen. At the beginning of April, we note that 5.7 km of base layer have been completed. On a completely different level, we observe that the work, since its resumption, has taken place without incident and with the collaboration of local populations, despite the restrictions imposed by days of interruption. • Gynecology-obstetrics in Sub-Saharan Africa: between tradition and modernity

This is the common thread of the 32nd conference which will be held from April 10 to 13, 2024 at the Yaoundé convention center. Yesterday, Thursday April 11, 2024, during the opening ceremony chaired by Professor Louis Richard Njock, Secretary General of the Ministry of Public Health representing Minister Malachie Manaouda, a lot of hope expressed by the various stakeholders to provide solutions concrete and realistic responses to the problem of maternal mortality in our country. For four days, different specialists from diverse backgrounds will discuss innovations and share experiences in order to provide added value in the management and quality of care. During this conclave, it will be a question of showcasing presentations via conferences led by experts from African countries and elsewhere, the component of practical workshops, which will take place in renowned hospital training courses, such as the Yaoundé central hospital, the university hospital center (CHU) and many others will allow medical staff to adapt to the new rules regarding fetal heart rate. It should be noted that the event is placed under the sponsorship of the Ministry of Public Health and the Ministry for the Promotion of Women and the Family. Reaction Pr Emile Mboudou, President Sogoc and Director General of the Douala Gyneco-Obstetric Hospital « With the way the world is changing, we think there are many things that need to change.” “You know that in medicine each field has specialties, that’s why we talk about tradition, which is what we are used to doing. We want to break away from habits that sometimes brought satisfaction and sometimes not. It is important to see if what we are used to doing remains relevant. With the evolution of techniques and knowledge, we believe that there are many things that will need to change. Maternal mortality is a complication that has several origins, and which are not always in the health field. But as far as we are concerned, we think that we should work to the extent of wanting to train providers in new techniques and teach them the new means that we already have to prevent and manage complications during the pregnancy, thus we will have saved a good number of lives. But, there are aspects which are not necessarily in the field of health. Last time, I already told you that maternal mortality is what we call three delays. The first is what we call delay in diagnosis, there is a complication but we don't know what there or the person who made it doesn't have adequate skills. The second delay is that we have planned the diagnosis but we have to go to the center where the care will be administered. You imagine that it could be a problem of a bad road or you have to go far. The third delay is that this patient will have been diagnosed and will take the road but will arrive at the hospital there will be a delay in treatment, sometimes it is the technical platform is not available or compliant and the worst can arrive. Like me, you see that all these delays do not always relate to health. But we, as a learned society, must try to support public authorities in reducing maternal mortality, which is the most sensitive indicator when we talk about the health system in a country. ». • Rehabilitation of the Mbalmayo-Sangmélima road: the roadway is completely recycled on the surface of lot 3

In addition to the recycling operations on lots 1, 2 and 3, the winning companies carry out other services linked to their specifications, with respective progress rates of 20.68%, 38.93% and 79.20% at the end of the contract. month of March 2024. Generally speaking, we note that the rehabilitation work on National 9, Mbalmayo-Sangmélima, is being carried out at varying levels. If on lot 3 which starts from Sangmélima and extends over 27 km, the work is progressing adequately with a progress of 79.20%, the services of lot 2 which extends over a linear 42.5 km are following their course. • Urban disorder: Consultation between the prefect of Mfoundi, the various actors and partners

This was the main point on the agenda of the consultation meeting with the various stakeholders involved in the city of Yaoundé for good urban order yesterday Wednesday April 3, 2024. This meeting took place in the room of its proceedings of the town hall. There was talk of making an evaluation of the resolutions taken three months ago to resolve the problem of urban disorder. The administration represented by the prefect of Mfoundi and the seven sub-prefects of the city of Yaoundé, he had at his side, the mayor of the city and the seven representatives of the district town halls facing the various transport unions (motorcycle taxis and vehicles) and associations operating drinks establishments. After more than three hours of discussions, the prefect suspended the controls until further notice as a precautionary measure and called on the unions to take more responsibility so that calm reigns in the capital. Operators of drinking establishments must respect opening and closing hours in accordance with the regulations in force. The necessary measures will be taken to reduce to its simplest expression this phenomenon of urban disorder which requires a holistic response. Reactions Jean Collins Ndeffosokeng, President of the National Union of Transport Sector Employees « It was a meeting to evaluate the resolutions taken three months ago with regard to the prevailing urban disorder. You know that we transporters are the eye of the government because we run everywhere and we can clearly establish who is causing urban disorder in the city. You have noticed that we have tried to challenge the mayor of the city in several ways on the urban disorder, we have noticed in certain markets of the city, on the resounding entry of motorcycle taxis in the urban centers and it is necessary that this can stop so that carriers can make a living from their activities. Unfortunately today there is still a disorder and it seems to me that the mayors have taken the angle with us so that together we can provide solutions to this problem. As for the withholding tax, sincerely we did not ultimately reach an agreement with the prefect. It must be said that the Head of State asked for a reduction to 50%, that is to say half of 11,250 francs even in apartheid with the prefect, we think that we will find a solution. We believe that the wishes of the Yaoundé II controls which do not respect the instructions of the prefect will be stopped ». Emmanuel Mariel Djikdent, prefect of Mfoundi « We are delighted with this meeting because the administrative and municipal authorities as well as the leaders of the union movements all agreed that there were things to review for the proper functioning of the city to fight against urban disorder. Whether in the transport sector by motorcycle taxis or by vehicles. We agreed that the gray areas would be removed. We noticed that at one point, there were a lot of intruders who were neither from the administration nor from the unions who invited people onto the public highway to carry out checks and even demanded documents which were not even part of their skills. These controls are suspended from this moment in our urban perimeter and with transport we also know that it is an important environment. Prevention campaigns will be further intensified at collection points and in travel agencies and in particular this is not the only sector in which urban disorder is recorded. Trade unionists will raise awareness among their members about the insecurity that reigns in this sector, so that the perpetrators of these acts of vandalism are put out of harm's way. You know these days without even knowing the city, there are people who engage in motorcycle transportation to carry out attacks. Fortunately some of them help us flush them out. Concerning the drinking establishments, respecting the closing hours will be required, we regret to have closed nearly 42 drinking establishments for various reasons, much more the hotel industry which does not fall under their jurisdiction. From tomorrow, respect for collection zones should be required and this meeting made it possible to understand that unions are not enemies but social partners who contribute in their own way to the fight against urban disorder ». • Lake Chad Basin: Harmonization of plague control and eradication activities

Yaoundé is hosting from April 3 to 5, 2024 the consultation meeting for the improvement of animal health in the Lake Chad episystem and the meeting of the consultative group for Central Africa. In his opening speech, the Minister of Livestock, Fisheries and Animal Industries Dr. Taïga made a point of specifying all the political will of the public authorities to reduce, if not eradicate, PPR in our country with the 3 successive and free campaigns which will have made it possible to administer doses of vaccines free of charge thanks to local production by LANAVET under its own financing from the State of Cameroon with the support of certain financial partners. The cross-border nature of the disease requires an episystemic approach, "this meeting should enable the experts gathered here to find the supports for better awareness of all stakeholders on the PPR approach and encourage the countries of the Lake Chad area to commit to concrete actions for the eradication of the same in regional economic communities. Since 2018, Cameroon has committed itself throughout the national territory by carrying out non-paying vaccination of the entire livestock (sheep and goats) for three years, as well as the international red cross to contribute to the vaccination of young ruminants in conflict zones and continues to do so. Nearly 27 million doses of vaccines have been administered in recent years in Cameroon” clarification made by minepia. He was delighted with the choice of Cameroon to host these meetings which took place presidentially and by videoconference because several delegations were unable to reach Yaoundé. In addition to experts from several countries, several speeches furnished the opening ceremony, namely that of the African Union which was represented by the head of the inter-African office of animal resources Dr. Hiver Boussini, representative of WHO, of Lassina Ouattara country team leader of the emergency center for the fight against cross-border diseases at FAO and executive secretary of the economic commission of livestock, meat and fisheries resources in the Cemac zone based in Chad. The objective of the meeting is to: Raise awareness of the PPR episystem approach; Encourage countries surrounding the Lake Chad Basin to engage in action-oriented discussions, recognizing emergency risks related to PPR and how to manage these risks; Give certain representatives of regional economic communities the opportunity to familiarize themselves with the epi-system approach in order to implement it in their respective regions; Highlight the link between the epi system approach and the eradication of PPR, and make it exploitable; Approve and develop recommendations for integrating the epi system approach into eradication plans. A lot of hope was based on these meetings with a view to contributing effectively in the coming days to the meeting of sub-regional communities in Morocco in Casablanca in the coming days under the aegis of the AU. Reactions Félix Njeumi, spécialiste de la santé animale coordinateur FAO « There is talk of eradicating rinderpest and in 2011, we declared eradication. The lessons learned from rinderpest are being used for peste des petits ruminants. If I take the case of Cameroon, the minister mentioned three vaccination campaigns. We hope that countries will adopt this attitude because there is almost 90% humility, so the disease should no longer persist in small ruminants. If this is replicated in all African countries, in three years we will have eradicated the plague of small ruminants. We just need to collect the information and get approval that the country is free. In my capacity as SG of this global program, I am convinced because the donors are involved, the member countries support, the livestock owners support and all of civil society supports us. We are therefore confident that we can eradicate the disease by 2030. ». Dr Hiver Boussini, responsable senior santé animale BIRA UA « This office was created in 1951 to limit cross-border diseases. This is what even made it possible to eradicate rinderpest. Just after that, African countries came together to make the pest of small ruminants the next target when we know their importance in the economy and especially the employability of young people and the empowerment of women. As we say in the Sahelian countries, small ruminants constitute the wallet of populations in rural areas. The African Union, drawing on this experience, has developed the Pan-African program for the control and eradication of peste des petits ruminants which has been adopted by the heads of state since 2018, renewed in 2021 and most recently in February 2024 in Addis. Ababa. The overall cost is nearly 530 million including the contribution of member states around 30% and the AU has already mobilized 100 million euros from the EU including 10 million euros to initiate the implementation of the campaign African Peste des Petits Ruminants (PPR) eradication plan. In the very near future, regional coordination will be set up and the contribution of countries will be made to update not only their veterinary legislation but also their vaccination strategy for much greater efficiency and vaccination coverage. The particularity of Africa is animal mobility and pastoralism in conflict-prone areas, hence the identification of episystems and the Lake Chad basin being one of them, through the animal health center, coordination will be put in place because Central Africa, being a little late, remains a priority for the AU ». • Indomitable Lions of Football: Minsep appoints new staff.

Belgian Marc Brys was appointed coach and selector of the Cameroon men's football team on April 2, 2024, taking over from Rigobert Song. The news was poorly received in the streets of Yaoundé, as well as at Fecafoot, which expressed its astonishment and urged the supervisory ministry to respect the decree of the head of state.. The news came like a bolt from the blue on the 8:30 p.m. news on Cameroon's public television. Marc Brys, the 62-year-old Belgian, was appointed coach of the Indomitable Lions of Cameroon, succeeding Rigobert Song, so the contract as manager came to an end the day after the Can Côte d'Ivoire 2023. This sounds like an imbroglio. Because the Cameroonian Football Federation indicates through the substance of a press release published on social networks that it was not directly or indirectly associated with the appointment of the Belgian as coach and selector of the Indomitable Lions.. Fecafoot However, presidential decree number 2014/384 of September 26, 2014 makes Fecafoot the only body capable of appointing officials at the head of the Cameroon national team: “We learned at the same time as all Cameroonians , appointment to positions of responsibility within the Cameroon men's national team ››. Indicates the press release from the umbrella body of Cameroonian football which subsequently notes that: “this decision is taken unilaterally, at the time when Fecafoot has agreed to carry out the very high instructions of the Head of State , by providing its frank collaboration, with a view to achieving appeasement beneficial to the future of our dear indomitable Lions ››. Marc Brys, a controversial appointment in the streets of Yaoundé. Very few Cameroonians on the streets of Yaoundé believe in any success of Belgian Marc Brys with the Indomitable Lions of Cameroon. Maurice, a civil society actor whom we met in the Briqueterie district in Yaoundé, finds that the ideal at the head of the Lions was not an expatriate coach: 'As a Cameroonian, I would have preferred that we let again Rigobert Song. This is what we saw with Aliou Cissé in Senegal, the beginnings were not easy. But for a few years he succeeded. The new coach is not going to gain anything; the supervisory ministry should let Fecafoot work ››. Maurice also believe that certain senior figures of the Republic believe they live in a separate Cameroon that belongs to them. He continues by noting that the State has nothing to do with the choice of a coach. He asks the responsible minister to enter the stadium and score goals, or failing that, stay in the office and think about improving the performance of other sports federations which are slowly dying. Indomitable lions, what urgency to renew the former staff of Seydou Mbombo Nyoya ? The quarrels are far from over within Cameroonian football. The Minister of Sports and Physical Education Narcisse Mouellé Kombi renewed the former technical staff sidelined in 2022 by the new executive of Fecafoot led Samuel Eto'o Fils. Now the dice are rolled. Fecafoot will have to work with Seydou Mbombo Njoya's former team if nothing is done. Her main coach will be Belgian Marc Brys and his two assistants. In this list, Omam Bayick returns to his position as assistant coach which he occupied between 2010 and 2011, then 2019 and 2022 under the orders of Antonio Conceicao. Alioum Boukar returns to his position as goalkeeper coach, he also held the same functions between 2016 and 2019 during the era of Hugo Broos and Clarence Seedorf and Kluivert. Christophe Manouvrier holds the position of physical trainer. He has better mastery of the den since he stayed there in 2017 with an African champion title in Gabon. Benjamin Didier Banlock, the former Secretary General of Fecafoot for many years, is the new coordinator of the national selections. Former Lions central defender Dany Nounkeu replaces Kalla Ngongo as team manager. Cyprien Ashu Besson is assistant coach number 02. Germain Noël Essengue replaces Thierry Ndoh as team press. William Ngatchou is the doctor of the Indomitable Lions. He held this position between 2014 and 2022. A well-connected source informs us that this position would be reserved for the journalist Jean Bruno Tagne, former campaign director of the current president of Fecafoot Samuel Eto'o, author of the book the scam which paints in black the functioning of the one who was his boss in the elections for president of Fecafoot in December 2021. He is also author of the book entitled programmed to fail, where he criticizes the process which made Samuel Eto'o the captain of the Indomitable Lions in 2010. As a reminder, with the renewal of this staff set aside by the new executive of Fecafoot in February 2022, it is clear that the quarrels between the Cameroonian football federation and the Ministry of Sports and Physical Education are far from over. be completed. Because early this morning the federation expressed its indignation following these maneuvers by the minsep and urged the supervisory ministry to respect the decree of the head of state. J. • Interview with Junior Ngadja Nyabeyeu: 'it was weightlifting that chose me».

A.E.E : You have been weightlifting for several years now. How did you get into weightlifting? ? Weightlifting chose me in a special way in 2010 when I was in the 4th grade. God was gracious to me and gave me physical strength. For the record, my big sister Céline belongs to a meeting of nationals of Baloua, a community in Ndé. She shared this meeting with Paul Tchangue, a gentleman who trained the young champions. My sister saw my overflowing strength and went to see this gentleman if he could do something for me. During our first meeting in Bepanda towards the small market I saw athletes practicing weightlifting and I took a liking to it. It was a Wednesday at the Bepanda small market district. The beginnings were not easy because I also played football and weightlifting does not mix with other sports. This year I had a fractured tibia and it gave me a year off. After this shock I gave up football to the detriment of weightlifting. A.E.E : Did your parents accept this trajectory? ? Yes, the parents accepted with us; the parents gave the children the opportunity to choose their trajectories. Even if he is asked to do something, he himself must show the desire to get started. When I saw others practicing weightlifting I had the passion to start. My father and mother gave me blessings. Until today I have the support of the family. A.E.E : You honored Cameroon at the 13th African Games 2024 in Accra, Ghana. How did the team prepare to take part in these games? Our preparation was difficult. Because we have a material problem, as you can see this is where we work. We don't have the equipment, we try not to see that as an obstacle. We tell ourselves that perhaps others elsewhere are suffering more than us. Psychologically we work so that this insufficiency of the material does not impact our performance. Also that when we arrive at a competition people remember that the continent was present. This preparation was doubly difficult because I was coming off an injury. Before the preparations for the African games we were at the world championship where I returned with a great performance. This competition took place in February 2024 just a few days before the start of the African Games.. A.E.E : How the African Games took place in Accra? We left for the African Games with the stress of knowing that the leaders were counting on us. The first athletes to compete in weightlifting under 81 kg win the bronze and silver medals. Gold was still awaited and I was the last to go for it despite the stress of lifting Cameroon high. I had in front of me an Egyptian who was a strong opponent and a Mauritian. The primary objective was to chase the silver medal before chasing the gold. Except that the strategy did not produce the expected result. I started the first attempt at 152 kg which I passed and I set the bar at 161 kg which I missed. I chose this load because the opponent weighed 163 kg and gave me an 11 kg difference. I questioned myself despite health concerns. I went to get 192 kg from the shoulder jetty on the first try which I succeeded. My opponent asked for 193 kg which he succeeded. I asked for 201 kg on the second try, he asked for 202. I went to the duel and achieved 201 kg which made me a gold medalist. He went for 202 kg which he missed. Then he asks for 203 so that I go before him, I signal to the supervisor to prepare 205 kg for me. He is forced to go before me and fails the 203 kg a second time. From that moment I was confirmed gold medalist in the second movement at the shoulder jetty. This is Cameroon's first gold medal in Accra. Except it wasn't over. You had to move on to the second wave of 205 kg to get the total medal. It is this second wave that allows us to sing the anthem of the victorious country. This day I called on the Lord and my ancestors to help me. It was the most beautiful weightlifting duel in Accra. African leaders came to greet me and congratulate me, including my opponent. I left there with great emotion. A.E.E : What is your biggest dream in this discipline? I dream of an Olympic medal and participation in the Olympic Games. Besides that, I want to go outside to be in ideal conditions which will allow me to increase my performance and realize my dreams. I would also like to build a large room equipped with the latest generation equipment for care, recovery and health. Because I am faced with multiple difficulties and I would not want the new generation to encounter the same difficulties. J. Patrick DJON .
