- WEIGHTLIFTING: Junior Ngadja Nyabeyeu, the athlete worth gold !
The Douala native has been making headlines since 2014. Gold medalist at the last African Games in March 2024, he is at the top of his art. Despite difficult working conditions, he succeeds in honoring Cameroon internationally and dreams of an Olympic medal. Intelligent, energetic, athletic, all the actions of Ngadja Nyabeyeu Junior Périclès constitute a spectacle during a weightlifting competition. He masters at his fingertips all the techniques of victory, namely the shoulder throw and the snatch. The shoulder jerk is a movement which consists of lifting the bar, placing it on the collarbones before passing it above the head. The snatch consists of taking the bar from the ground and passing it directly above the head without transition. Indeed, among the weightlifting athletes who made a good impression at the last 2024 African Games in Accra is his name. He honored Cameroon in the 109 kg category, winning 03 medals alone including 02 gold out of the 03 gleaned in total by Cameroon and one silver. Ngadja Nyabeyeu Junior Périclès Junior is a young Cameroonian from the Western region, more precisely in Ndé. He was born on June 16, 1993 in Douala in the coastal region where he spent his adolescence. Single, he lived in the Bepanda and Deido districts, two working-class neighborhoods in the country's economic metropolis. He comes from a modest family and his parents are not the decision-makers in Douala or Ndé. His late father, whose memory he continues to salute and regrets the absence of during the competitions in which he takes part, was originally from the West. Father of several children, he settled in Douala in search of the best living conditions. It was in the middle of this modest family that Junior Ngadja Nyabeyeu, African weightlifting champion, grew up. When he was a child, he ran behind a football like the other children. As a family, his morning task is to draw water before going to school. He likes this exercise which has become habitual. Moreover, he stood out for his way of giving himself to this daily task: “I had a particular way of drawing water. I went to the well with three buckets. I place one of 20 liters on the head, and two containers of 20 liters for each hand. I climbed the hills and stairs before arriving home. This aroused the admiration and gaze of everyone. I was lucky because God was gracious to me by giving me physical strength. My older sister, when she saw my physical abilities, she took me to her friend who directly admitted me to his center to learn weightlifting,” says Junior Ngadja Nyabeyeu, African weightlifting champion . School and academic career The double gold medalist at the 13th African Games is admitted to New Deido public school in Douala. A young schoolboy with acceptable behavior, Junior held a Primary School Certificate a few years later. Under the guidance of his parents, he joined a private college at the Grand Moulin in Douala, the adventure of which was culminated by obtaining his baccalaureate. He enrolled at the University where a year later his passion for weightlifting took over his studies. He devotes his time to performance work. The professional The professional adventure began in 2014 at the national games. He came out of this competition as a gold medalist and participated in the 2016 edition of the same competition and suffered an injury but achieved the feat of a bronze medal. He participates in several other competitions locally. In 2018 he took part in the African championship and was invited to Egypt. In these two countries he returned with a silver and a bronze medal respectively.. The moments of glory From then on he is present at all African competitions. In 2019 he was a gold medalist at the African championship zone 02 in Kenya, zone 03 in Antananarivo in Madagascar. Also in 2019 he competed in the African championship and won 05 bronze medals. In 2020, he is expected in Iran during an international competition, as well as at the Islamic Solidarity Games. He returned from these two competitions with 02 bronze medals. Then won gold in 2021 at the Commonwealth Championship paired with the World Championship in Uzbekistan. At the world championship he ranks 10th in the under 109 kg category, but is making considerable progress in terms of his performance. 2024 he is African champion and double gold medalist at the 2024 African Games in Accra. As a reminder, Junior Ngadja Nyabeyeu is African weightlifting champion. He has several other laurels to his credit and is best in the 109 kg category. It allowed Cameroon to occupy 17th place in the general ranking at the last 2024 African Games in Ghana despite the difficult working conditions it faces on a daily basis. He dreams of crossing borders in search of the best working conditions to increase his performance. J.Patrick DJON.
- Reform of traditional chiefdom: the UDC proposal
Last Monday, April 1, 2024, the Democratic Union of Cameroon faced the press in the conference room of the deputies' hotel to present its proposal submitted to the National Assembly for a profound reform of the laws relating to the organization of traditional chiefdoms in our country. Gathered around its Leader, Mrs. Mayor of Foumban Patricia Tomaïno Ndam Njoya, the elected representatives of the people under the leadership of the honorable Koupit Adamou presented the outlines and motivations which contributed to making this proposed law. This is the bill repealing certain provisions of Law No. 79/17 of June 30, 1979 relating to disputes raised during the designation of traditional chiefs and of Law No. 80/31 of November 27, 1980 relinquishing jurisdiction over cases relating to disputes raised during the designation of traditional chiefs presented and defended by the honorable Youmo Koupit Adamou, UDC deputy of the 10th legislature. This follows a reflection already carried out in his time by the late president of the UDC, Dr. Adamou Ndam Njoya with his publication entitled: What traditional authority in Cameroon in the 3rd millennium. It is a question of situating our traditional chiefdoms at the heart of scientific frameworks which resist the moods of people and the wear and tear of time because they are firmly anchored on objective and concrete foundations. The objective being to restore, in an innovative perspective, the letters of nobility to ancestral heritage which, at a given moment, can assume responsibilities as hereditary or elected successors as is the case in the Lamidats. All this to include our traditions in the republican and democratic dynamic and stripping them of everything that is negative and retrograde. The UDC took stock of this with the men and women of the media in a total absence of the elected representatives of the majority who were nevertheless invited to this presentation. Reaction Honorable Youmo Koupit Adamou, UDC « It is a question of making a public presentation of the bill that we have just submitted to the national assembly in compliance with the constitution and the laws governing the internal regulations of the said chamber. This is a bill which aims to repeal two laws which for us are those which downgrade the achievements that we may have had in our country in the area of freedoms, of citizens to have justice done to themselves. These laws were passed in a context where public power was used to settle personal scores and this aimed to remove the disputes arising from the designation of our traditional leaders from the jurisdiction of our jurisdictions to place it within the jurisdiction of the authorities. administrative authorities who are the masters in the designation process and who are generally at the origin of these disputes. We have noted that they are judges and parties, it is a setback of the rule of law and we believe that the base chamber by giving a favorable response to this proposal will have made it possible to consolidate the rule of law by giving the possibility it is up to the citizen to get justice done. But beyond this restitution of rights, we all observe that the problems of traditional chiefdoms and land rights are entitled to become the main sources of tension and violent conflicts with generally human deaths. Our proposed law aims to curb bloodletting to maintain peace and social cohesion ». Clément Noumsi
- Reconstruction of the Mora-Dabanga-Kousseri road :
the company starts work on the first section The start of reconstruction work on the Mora-Dabanga-Kousseri road began with work on the first Mora-Tchakamari section. On the site, the SOTCOCOG company is installed. The project is being executed in several sections and the process of awarding the other sections is underway. On March 26, the Secretary General of the Far North region chaired a meeting bringing together several project stakeholders, to ensure support for the administrative and security managers of the project. This meeting comes as the first contracts were signed for the construction of the Mora-Tchakamari section a little over two months ago. A visit to the site in the presence of the Prefect of Mayo Sava and which showed that the SOTCOCOG quarry is functional, as is the asphalt plant. Overall, all measures have been taken for the effective start of work on April 1, 2024, in accordance with the work schedule developed by the company. The road structure to be constructed is composed of a foundation layer on a cement-improved soil, a base layer of gravel bitumen and a wearing course of bituminous concrete. The reconstruction of the Mora-Babanga-Kousseri road is divided into five lots and the related works must take place simultaneously, as contracts are awarded. For lots 2,3,4,5 going from Tchakamari to Kousseri, including the Tildé bridge (180 ml) in mixed concrete-steel structure, the road structure provides a foundation layer based on recycling of materials in situ and addition of untreated crushed gravel, a base layer of gravel bitumen and a wearing course of bituminous concrete. This project, co-financed by the State of Cameroon and the World Bank, will also make it possible to develop 200 km of municipal roads along the route. Clément Noumsi
- Phenomenon of ghost children: BUNEC determined to put an end to this gangrene
This is the aim of the mission that a delegation from Bunec led by its CEO Alexandre Marie YOMO has just carried out in Seoul, South Korea. And to talk about it, we handed him our microphone. L'Afrique en Eveil: Mr. Director General of Bunec, Alexandre Marie Yomo hello, does the specter of ghost children still hover so recklessly over Cameroon? Alexandre Marie YOMO: Hello, the phenomenon of ghost children or invisible children constitutes those who do not have birth certificates, it is a regrettable phenomenon. It exists in the world as we see here in Cameroon. UNICEF counts nearly 237 million children without birth certificates across the world. Here in the country, nearly a million children will be recorded in 2024 without birth certificates, yet they are already in the school system. This is very regrettable because they do not enjoy fundamental rights, identity rights, rights to basic social services. To reverse the trend, the government of the republic has initiated actions carried out by Minddevel to ensure the massive registration of populations. There is also an ongoing initiative launched by Minedub last week to catch up 80 thousand children at the end of primary school. AEE: the phenomenon of trafficking in civil status documents in sport and the anarchic issuance of documents poses the problem of Cameroonian nationality everywhere else, are we reluctantly moving towards individuals of dynamic age in time and space, a new type of citizen worse than ghost children? AMY: Trafficking in birth certificates and dynamic age are realities in our country. I must say that this documentary fraud is due to the fact that civil status continues to be manual. Actions are being taken by the government to digitize Cameroon's civil status. AEE : in a context where Cameroon intends to digitize civil status documents, where are we with this processor? AMY: Cameroon has 432 civil status centers, 68 of which are housed in diplomatic missions and consular chambers. The challenge is to digitize all these centers and to date only 42 centers are already operational, these are mainly the centers of Yaoundé, Wouri in the Littoral, 8 in the Far North and around twenty across the country with Korean cooperation. Today, Cameroon is in talks with the World Bank to ensure the complete digitalization of the main civil registration centers. AEE: how can we not mention the competence of civil status officers which is sometimes questionable, have the services experienced an improvement with proper documentation? AMY: you know that the various evaluations have made it possible to identify the need for training of actors and civil status personnel (officers and secretaries). Since the establishment of Bunec in 2016, nearly 12 thousand personnel (officers and secretaries) have already been trained. The action must continue each year and at the end of each training course, learners receive educational documents which should enable them to continue to adopt the civil status standard. AEE : you have returned from South Korea where you led a Cameroonian delegation as part of a partnership to share experiences. Tell us, could Korean expertise help you in the major digitization project? AMY: the choice of South Korea is not accidental, this country is a reference in digital registration in matters of civil status. Last week, a Cameroonian delegation went to Seoul to share successes and experiences in the field with South Korea. We come away amazed with convincing results which are the extension of the digitalization of civil status in Cameroon through Korean support and the possibilities of partnership between the smart cities of South Korea and those here. We took advantage of this outing to present our current situation of digitalization in our country. AEE :thank you Mr. Director General of Bunec AMY: It’s me who thanks you for your interest in our activities. Interview decrypted by Clément Noumsi
- Ecological transition in Cameroon: local elected officials and parliamentarians made aware of the issues
This is the aim of the workshop which was held at the Yaoundé convention center yesterday Monday April 1, 2024, an initiative of the Think do Tank the Okwelians with the support of the Solidarity Fund for Innovative Projects-Ecological Transition (FSPI -Ecological Transition). It was a question of raising awareness among parliamentarians of the Network of Parliamentarians on the sustainable management of forest ecosystems in Central Africa (REPAR), as well as local elected officials of the United Municipalities and Cities of Cameroon (CVUC) and the Association of Regions of Cameroon. Cameroon (ARC). The main objective of this workshop is to ensure better appropriation by parliamentarians and local elected officials of the challenges and issues linked to the ecological transition. They were also informed about the opportunities offered by green entrepreneurship. participants had the opportunity to discuss with experts in order to learn more about the tools and levers to use to promote the adoption of regulatory frameworks in favor of environmental preservation, as well as rational use available natural resources. The workshop was chaired by the vice-president of REPAR, Senator Charles Mbella Moki. Réaction Jacques Jonathan NYEMB, président Think do Tank the Okwelians « We think that we need to see regional or municipal councilors to tell them that it is urgent to accelerate the ecological transition in our country and in particular to make the latter a lever for economic transformation. We are convinced that green innovation can constitute an important lever in our country to be able to encourage numerous green entrepreneurs, create jobs and in particular improve the well-being of populations. We expect that all the work that is carried out in the direction of the evolution of the SND30 and the municipal development plans or the regional development plans will decisively include sustainable development and ecological transition. We hope that a reflection will be carried out so that a real law on ecological transition is adopted. Concretely, we must make efforts in terms of good governance, transform our cities into sustainable cities, the second thing on green innovation is the Africa-Europe institute on green innovation that we are going to open here in the country and we plan to develop green entrepreneurs in our country. The third is the question of social cohesion because there is no ecological transition without social justice, which is why we must redouble our efforts to fight more against all discrimination. ». - Town of Kribi: What is happening on Ngoyé-Wamié beach
Urban disorder or real need for urbanization? This is the question we have been asking since March 21, 2024, the traders and owners of the restaurants on the beach of Ngoyé-Wamié not far from the city center of Kribi received the summons to leave signed by the mayor of the city Guy Emmanuel Sabikanda. There is danger in the house because traders no longer know which way to turn because we have put the cart before the horse, the deadline being Friday March 29, 2024, but to go where? How can we evict people without providing a place of resettlement to allow them to resume their activities for these heads of family who have mouths to feed? The occupants of this beach who offer visitors or tourists a refreshment point have a duty to clean this site by the sea and nevertheless pay the tickets to the municipal agents. In order to avoid a social implosion in the seaside area, it is important that support measures are taken in order to find the right balance to do things better. We will come back to this Clément Noumsi
- BILYF 2024: Agriculture and innovation for Africa’s development
After the success of the first edition (from March 30 to 31, 2023), Act 2 of the Brazzaville International Leadership YouthForum was held on March 28, 29 and 30, 2024 at the Palais des Congrès in Brazzaville under the theme “agriculture and innovation for Africa's development. Here is Brazzaville International Leadership YouthForum again! Placed under the high patronage of the President of the Republic, His Excellency Denis Sassou Nguesso and supported by the Congolese government, the agencies of the United Nations system in Congo, technical and financial partners, the 2nd edition of this major meeting which encourages African youth to be actors of their future, signed their return in an even more unifying momentum, carrying more impact and more current. We want as proof of this, the theme chosen for the occasion: "agriculture and innovation in the service of the development of Africa", which says a lot about the desire of the organizers to position youth presented as the leaven which promotes the development of a society, around an inclusive platform making it possible to effectively address development challenges on the continent and to converge directions and actions through a solid and sustainable Partnership Agreement. For this 2024 edition, it was a question, among other things, of “highlighting the crucial role of African youth in improving the continent’s agricultural productivity and in the transformation of the agricultural sector”. Through carefully crafted discussion panels, highly interactive workshops and deeply inspiring conferences, this unifying forum will bring together leaders from the continent and its diaspora in a space conducive to the exchange of ideas. Better still, the encouragement of agricultural entrepreneurship, job creation and the promotion of partnerships between young people and stakeholders in the agricultural industry are all segments to be explored in order to catalyze innovation and accelerate progress. towards a more productive, sustainable and resilient agriculture in Africa”. As drivers of change and innovation, young people have the capacity to “address current challenges by bringing new ideas, innovative technological skills and a bold vision for the future of African agriculture.” BILYF 2024 also made it possible to list the obstacles encountered in the agricultural industry, such as lack of access to inputs, technologies and advisory services. Young agricultural entrepreneurs are therefore called upon to develop innovative solutions to facilitate farmers’ access to these resources. Their collective intelligence is also a powerful asset for creating digital platforms centralizing fundamental information on efficient agricultural practices and sustainable management systems. These digital initiatives will be particularly beneficial for farmers in remote rural areas, where access to information is often limited. In addition, the next generation of African entrepreneurs has a strong potential to shine on a global scale by stimulating agricultural research and development through innovation-enhancing collaborations with academic institutions and research organizations. Led by Précieux Ertja Massoueme, president of BILYF and president of the Organizing Committee, the first edition of BILYF, which was a resounding success last year, aimed to create conditions conducive to the emergence of a youthful network and strong associative which will draw the resources necessary for its healthy development, far from the deviance and extremism to which an “abandoned” youth and victim of harmful media and ideological attacks can easily indulge. Around a rich panel made up, among others, of Dialla Moumouni, president of the Pan-African Youth Union, Cathérine Samba Panza, former head of state of the CAR, Mamadou Ismaela Konate, former Minister of Justice in Mali, Christian Karambeu , former French football international, Claudette Chancelle Bilampassi Moutsatsi, expert in Social Sciences and International Relations, as well as around fifty gray eminences who are the pride of the continent, BILYF has succeeded in bringing together young people around a inclusive platform to “effectively address youth development challenges in Africa; discuss strategies aimed at improving the condition of young people; encourage the active engagement of young people in governance, entrepreneurship, political leadership and decision-making and inspire, spark vocations and inspire young people to action”. The BILYF 2024 meeting was intended to be a major event which brought together an anthology of high-level speakers from across the African continent and from rich and varied areas of expertise, like Konnie Touré , Philomé Robert, Paul Evra, Naïr Abakar, Stéphane Tiki, Patrice Anato, Linda Kabombo, Ange Jessica Loumeto-Ndouzi, Prince Bertrand Bahamboula, Sidney Kombo-Kintombo and of course participants from North Africa, Africa southern, central, eastern and western Africa. This young audience, these dynamic participants, shared their know-how and created synergies around very enriching work. This is why we invite them to come in large numbers, attend this event, tap into the source of knowledge, multifaceted experiences and benefit from a physical networking platform. Long live BILYF! Long live Green Brazza! Long live African youth! Claudette Chancelle & BILAMPASSI MOUTSATSI
- Summons: Professor Claude Abe expected in front of the TPI of Yaoundé administrative center this April 2
This is the substance of the direct quote served to the university teacher, a copy of which reached our editorial staff for acts with which he is accused in the context of the dispute between Dame Tsemo and Mr. James Gabriel Mouangue Kobila, president of the CDHC. The direct citation was served to him on Wednesday March 27 in his secretariat around 1 p.m. with the grounds of defamation by means of electronic communications or an information system then for contempt of a body and of an official. For the facts with which he is accused, he is expected before the court of first instance of Yaoundé administrative center this Tuesday, April 2, 2024 from 7:30 a.m. sharp. This is a ramification of the case of alleged sexual harassment of which Dame Tsemo was allegedly a victim in the context of her duties at the CDHC. Let us already point out that the latter was dismissed and ordered to pay costs on March 12 by the Yaoundé district court, an administrative center ruling on summary proceedings from hour to hour. Consequently, she herself is the subject of defamation proceedings initiated by the president of the CDHC. Nous y reviendrons Clément Noumsi
- 17th African Games in Accra 2023: Cameroon did not make a good impression.
The African Games closed in Accra, Ghana on Saturday March 23, 2024. Several countries took part in these games, including Cameroon. The 65 representatives of the country for eight (8) disciplines at these games did not make a good impression. They won 03 gold medals with a field of 65 athletes. Far behind Egypt which has 99 gold medals. Accra, the Ghanaian capital, welcomed around 5,000 athletes from various African countries and spread across 29 sporting disciplines from March 8 to 24, 2024. Among these countries is Cameroon represented by 65 athletes for 8 sporting disciplines including weightlifting. , judo, athletics, Karate, wrestling, swimming, handball, volleyball. The Indomitable Lions U23 football team who were expected to take part in these games were disqualified at the last minute for lack of financial means. Furthermore, during the competition the ambassadors of Cameroon faced formidable opponents accustomed to great challenges like Egypt, head of the list in the general ranking with 187 medals including 99 gold, followed by Nigeria with 120 and South Africa 106 medals. Cameroon, for its part, did not make a good impression. Its athletes occupied 17th place in the general ranking with 30 medals including 03 gold, 13 silver and 14 bronze, far behind Egypt, Nigeria and South Africa. But we must be grateful for the efforts, courage and self-sacrifice of certain Cameroonian athletes like Emmanuel Eseme, winner in the 100m who gave Cameroon the gold medal. The former environmental public works student beat his opponents with a time of 10 seconds 14”, thus becoming the fastest man in Africa. It was not his first experience he honored Cameroon with a gold medal at the 2023 African Games in the Democratic Republic of Congo. He will represent Cameroon at the 2024 Olympic Games in Paris. We must also recognize the efforts in weightlifting which offered the second medal and judo. However, Nigeria second in the ranking has 47 gold medals, 33 silver, 41 bronze, for a total of 121 medals. Host country Ghana ranks sixth with 68 medals in total including 19 gold, 29 silver and 20 bronze. Egypt leads the general ranking Egypt was in the firmament through these African games which have just ended. The pharaohs of Egypt gleaned 189 medals in total, becoming the most successful athletes of these games. They showed dominance with gold, winning all competitions with 99 gold medals. Nigeria comes second with 47 gold medals and South Africa 32. With this performance, Egypt will field several athletes in various sports disciplines at the Paris 2024 Olympic games. It is the host country of the next planned African games in 2027. J.Patrick DJON
- PAUL ATANGA NJI OR PERMANENT Muzzling
Despotic monopolization of power, permanent protests against the opposition, threats to freedom of expression, distrust of human rights NGOs, recurrent intimidation of independent media, banning of coalitions... Paul Atanga Nji appears as an extraordinary political phenomenon, contrary to the course of history. A sort of epistemological curiosity, which questions and intrigues. A being who likes to liven up melodramas, to set traps, to discredit and to wage war, especially when he has opposition or related structures in front of him. For him, politics is a ring, a bullfight where only the bull or the matador should live. With him, no dialogue or respite is possible. Absolutely everything must be done to keep your champion in power. Do everything, including anything. Using and abusing the prerogatives of his functions, he expresses reservations when he does not simply prohibit everything that comes from the opposition. Sometimes acting in place of other ministries, it monopolizes functions sometimes devolved to the Ministry of Finance, as was the case with Maurice Kamto's Cameroon Survival initiative, or to the Ministry of Communication. Hence his persistent request made to the governor of the Littoral, on November 11, 2022, so that the latter takes energetic measures against Equinoxe Télévision, a journalist and a panelist, for having “offended” the head of state , during a discussion around a television set. Using his loud words and wriggling on the platform of threats, of constraint, he ignores conformities and social norms, using unfriendly expressions, when he deals with personalities who do not share the same ideology or simply the same opinion as him. Proud to settle down without frills on the balcony of comfort of denigration, he comes to sow discord within the opposition parties. Taking advantage of the supervision he exercises over associations and political parties, he belches with pleasure, in the upheavals that he constantly creates and supports. Between frogs and intrigues, he likes to inject venom into opposition political groups. Playing with their leaders, having this or that part of the association controlled by thurifers designated by him, he likes to create double identities. Puffing out his chest, he robs the legitimaries and appoints whoever he wants, at the head of various political organizations. He tries to rule them from a distance, through decisions, press releases, notes, or circulars. The time has come for the presidential election and here we are again Paul Atanga Nji in his favorite role of dynamiter of the opposition. Using false pretexts, he leads the stunned public to believe that political coalitions have suddenly become illegal. So what was the G20 doing during the 2018 presidential election? This coalition which supported Paul Biya to the point of hoisting Momo Jean de Dieu on his pedestal as Minister Delegate for Justice? Was it also illegal? Furthermore, a few small groups, for a long time, have been roaming the country, holding meetings and meetings, claiming to be "Frankism", "Ngoh Ngohism" or even "DYNAREP" launched in Monatélé on March 24 without an ounce of related document to any legality whatsoever. The latter, however, hold the upper hand, including in media forums, without making Atanga Nji flinch. Would the legality of political associations be homing? Variable geometry? Would the legality of political coalitions be questionable, even though they are made up of entirely legal political organizations? With Paul Atanga Nji, we are now entering head on, into a zone of turbulence shrouded in a noxious atmosphere, made up of traps and traps. A zone of chained freedom, of freedom cloistered by forms of nameless allegiances. A tyranny chloroformed in the dens of distorted state structures, petrified by the permanent fear of their manipulators, of losing privileges and other privileges. A joyful tyranny then sets in, which belches out its annoyances, in its most dangerous forms, in defiance of national cohesion and public tranquility. A tyranny which gives rise to angry amalgamations, masters of illusionism. A tyranny that illuminates the voracity of its ogres. The latter, moreover, live in impertinent luxury, without ever ceding anything positive to the hungry people they claim to serve. Also, this people is almost always under the influence of blackmail and permanent muzzling. So the question arises as to how long he will continue to walk with a knife at his neck. TIENTCHEU KAMENI Maurice
- MINFOF: official presentation of the code of ethics and professional conduct for water and forestry personnel
This is the leitmotif of the presentation ceremony chaired by the Minister of Forests and Wildlife, Jules Doret Ndongo on Thursday March 27, 2024 at the Hilton hotel in Yaoundé in the presence of the incoming WWF country director and his outgoing predecessor. The Code of Ethics and Deontology in question is a guide to good conduct aimed at promoting honest behavior, team spirit and a sense of discipline among water and forestry personnel serving in Protected Areas. The conservation and sustainable management of forest and wildlife resources have been a priority for the Cameroonian government for several decades. “A legal and institutional framework has been put in place. without being exhaustive, we can cite the forest policy of 1993, the forest law of 1994 and its implementing texts which govern the management of forest and wildlife heritage in Cameroon,” indicated Minfof. Also, with the 15th Conference of the Parties (COP 15) in Montreal on biodiversity, States made strong commitments to conservation, especially in the face of the effects of climate change. This code was the subject of examination by the sectors of the Ministry of Forests and Wildlife after consultation with the main officials responsible for its implementation, in this case the Conservators. For the new director of WWF “it is important to remind eco guards to respect human rights and those of indigenous populations in biodiversity conservation activities. This code reminds eco guards of their responsibilities in protecting forests and wildlife. It also contains a set of dissuasive but also incentive provisions which will reward those who will shine through their good behavior with regard to human rights in the accomplishment of their missions. » For the minister delegate to the injustice, Jean Dedieu Momo, it will be important to make a distinction between poachers and indigenous populations who live from hunting or gathering, without forgetting the principle of self-defense of eco guards in the face of heavily armed poachers. armed. Remember that Minfof had signed an MoU with Mindef as part of supporting eco guards to deal with cross-border poaching by providing a response proportional to the threat weighing on our protected areas. - Mankim-Meteing route: the project team wants to meet delivery deadlines.
On the site, the Sinohydro company in charge of the work is increasing the number of workshops to be able to deliver this 62.1 km section on Nationale 15. To date, the physical progress of the work is 56.91%. The work in progress on the Mankim-Meteing section concerns both the road layers and the structures. Over the entire length, the foundation layer is completely completed, i.e. over a length of 61,230 ml, as is the base layer. The length of the wearing course already implemented is 28,907 ml (28.907 km) and the two-layer coating currently implemented extends over 16,261 ml. As for the works, the construction of 40 culverts and the 11 culverts planned has been completed. The remaining work for this center concerns the bridges. 144,817 newly registered voters as of March 27, 2024, including 90,124 men compared to 54,693 women. This is the main information to remember from this first ordinary session on March 28, 2024, held at the institution's headquarters in Yaoundé. In his appropriate speech, Dr ENOW ABRAMS EGBE, president of the electoral council, president of Elections Cameroon, drew the attention of members to the need for the pre-electoral year to have already started. Thus, he indicated “that in view of the mobilization observed among political groups, the media and civil society organizations, preparations are going well, both from the point of view of other actors and at our level. There is no more time to lose because the 2025 electoral cycle is already on the horizon, he recalled. He continued: “From now on, all our efforts are focused on the success of the next electoral cycle. As the saying goes, failing to prepare is preparing to fail. ». He also insisted by telling the members of the electoral council that “We must therefore work hard so that this pre-electoral year 2024 is marked by better progress in our essential activities of voter registration, strengthening of staff capacities, commitment and involvement of actors in the process and logistical and material preparations”. He concluded his opening speech by urging the members of the electoral council to once again overcome all the challenges that challenge them. “our collective efforts, combined experiences and patriotic dedication must undoubtedly serve as a driving force for the realization of our strategic vision, which is to strengthen the foundations of democracy and ensure more inclusive, credible, transparent and peaceful elections in our dear and beautiful country, Cameroon ». Despite the rumors about early or postponed elections in cottages, cozy living rooms or on social networks, there is serenity that reigns on the side of Elections Cameroon which looks to the future with full of optimism. - International migration: the urgency of preserving women’s rights
This is the meaning of the workshop organized by CEIDES with the theme “Women and international migration: what perspectives for women’s rights? » The meeting organized by CEIDES (African center for diplomatic, international, economic and strategic studies) at the Djeuga palace in Yaoundé on Wednesday March 26, 2024. Exchanges which saw the participation of the ambassador of the Kingdom of Spain in Cameroon HE Ignacio Garcia Lumbreras, a privileged witness of this migration phenomenon. After the introductory remarks by the president of CEIDES, Dr Christian POUT, four presentations allowed the audience to tour the different axes. The first “Gender and determinants of international migration” by Ms. Morelle Manuela SA'A NGOUANA, internationalist researcher associated with CEIDES, the second “Climate change, migration, immigration and womensecurity” by Ms. Prudence NOUTCHA, associated researcher at CEIDES, the third “ what legal frameworks and international mechanisms for the protection of migrant women and girls" by Maurice Rabier CharlesQuentin of the IOM and finally the last "Female migration and socio-economic dynamics of countries of origin and host countries" by Dr Thérèse Azeng, economist, senior associate researcher at CEIDES and teacher at the University of Bertoua. A question-and-answer phase brought this day of discussions to an end. It must be said, it has become a tradition at CEIDES because in March 2021, it had already organized a workshop on the theme "feminism and international relations: theories and practices", in March 2022 the theme was "women and conflicts : are they on the side of peace", then in 2023 it was "equality between men and women in international relations". As mentioned by the president of CEIDES, Dr Christian POUT, freedom of movement is an urgent and fundamental. To end his opening remarks, he adopted the quote from the 2018 Nobel Prize which read: women are the future of humanity. Reactions Dr Thérèse Azeng CEIDES associate researcher, lecturer at the University of Bertoua « Communication on migration is essential for two reasons, as global data clearly proves. Almost half of migrants are women, 48% of international migrants are female. As such, gender specificity is important in the dynamics linked to migration. The second aspect is linked to the consequences of migration for women and also for the society in which they live. So the international center thought in this year 2024 that it was essential to highlight this question of migration because it is important in the international agenda and we hear it in most industrialized countries, the The debate on migration is essential in political discourse and for electoral issues. Thanks to the work of this day, we were able to list four main groups of factors which motivate the decision to migrate. These factors are economic, social, political and environmental. The search for better living and working conditions, social acceptance and the avoidance of norms in certain contexts which lead to the search for a better family environment. There are also causes linked to family reunification, political pressure or seeking better self-affirmation. And finally, today's presentation which was essential to demonstrate the role that climate change has now considered as the main cause in Africa (the heat wave or natural disasters) ». SE Ignacio Garcia Lumbreras, ambassador of the kingdom of Spain to Cameroon « I think it's a double contribution because Spain has long been a country of immigration and part of it occurred in Africa. Now my country receives migrants and the first migrant community in Spain is Moroccan, well integrated and making a decisive contribution to economic and social growth. We are a country very close to Africa and we know how to manage flows in both directions, such as immigration in the past and migrants in both directions now. You know, the 2018 pact on migration, despite its non-binding nature, is an instrument which, in the years to come, will establish itself as a normative framework on migration which binds all States. And this instrument makes specific reference to the needs of women, girls and children. I think that what is necessary is to pool efforts because no country can face the migration problem alone because it is a global problem to which a global solution must be provided. ». Clément Noumsi

- Phase 2 of the Yaoundé-Douala highway: two route proposals presented by the company CFHEC.
It was during a consultation led by the Minister of Public Works, in the presence of the Governor of the Center region, that the route of phase 2 of the Yaoundé-Douala highway was validated. The CFHEC company in charge of the work, on this occasion presented its work start schedule and indicated its financing plan. Two route variants were proposed during this consultation by the CFHEC company. The first leaves from Bibodi at the eastern entrance to the city of Douala via a bypass road and the second, from Bibodi to the locality of Pitti, with a connection road which leads to the Dibamba. We note that for the two variants, five interchanges are planned over a length of approximately 135 km: in Bibodi, Bodmon, Edea Est, Edea Ouest and Bretelle Dibamba, with one more interchange at the eastern exit of the city of Douala, for the variant which goes from Bibodi to the Douala city bypass. In view of the concerns raised, the parties agreed to examine these two proposals on the basis of the costs of each variant, the functionality of this phase 2 and its connection to the existing network. The Minister of Public Works has prescribed a deadline of 5 days for this and the adopted route will be validated during a meeting scheduled for April 2, 2024. On a completely different level, the presence of the Governor of the Central region at this meeting held on March 27, 2024 clearly indicates that questions relating to the clearance of rights-of-way constituted a major point on the agenda. Indeed, once the route has been validated, the company will, according to its work start schedule, deploy on the site. She also precisely indicated that to begin work between kilometer points 60 and 100 where the route is validated, the rights-of-way must be released. The Governor of the Central region, stressed to this effect that his competent services, in charge of the issues concerned, will carry out raids as soon as possible. It should be noted that during the feasibility study of phase 2 of the Yaoundé-Douala motorway, several route variants were identified, taking into account the various strong or blocking environmental and social constraints, while avoiding disrupting the main components of the natural and human environments in their area of direct influence. Regarding financing, working sessions were previously held between the company and Minepat, for the mobilization of resources. Particular emphasis was placed on the geography of project financing and questions of consistency between the State debt ceiling and benefits were addressed. Regarding tax and customs duties, discussions converged towards the reduction of the same provisions as those of phase 1. The next consultation will be held on April 2, 2024, for the validation of the route and the necessary arrangements for starting the work around mid-April. Clément Noumsi
