- Commissioning of the Mbargué ferry: MINTP instructs the carrying out of preliminary technical studies
This is the main recommendation to emerge from the meeting chaired by the Minister of Public Works this Wednesday March 27, 2024 on the commissioning of the Mbargué ferry in Haute-Sanaga. This important working session brought together the entire project team around the MINTP. The construction work of this trough which has a capacity of 25 to 35 tonnes on the Sanaga River, in the Center region, departments of Haute-Sanaga and Lom and Djerem, was carried out by the company Noha Service for a total amount of 350,000,000 FCFA, excluding taxes, financed by the Ministry of Public Works. After the construction of this ferry, the work completion level of which was 95% in 2015, a commissioning test was successfully carried out. However, its provisional reception and commissioning were prevented by some constraints. According to the presentations made by the departmental delegates of Public Works of Haute-Sanaga and Lom and Djerem, these difficulties relate among other things to the unavailability of access roads to the ferry, the compensation demanded by the local populations before the construction of the access routes to the ferry and payment of the remaining accounts required by the winning company. In order to definitively lift these constraints and carry out additional work with a view to putting the Mbargué ferry into service, the project owner gave the following recommendations: close the company's long-standing contract with a balance of expenses, deploy a technical team on the site with a view to carrying out an economic study which could lead to the opening of access and navigation and finally, contact the competent prefects to resolve the problems linked to compensation. - Maintenance work on stabilizing products in the regional R 0609 Manki II - Foumbot (123km)

In order to facilitate their execution, the project owner submitted in two phases, the maintenance work to stabilizing products of the regional road R 0609, Manki II-Foumbot which extends over a length of 123 km in the Western region, Noun department. With a progress level of 61.01% to date, the company is requesting partial receipt of its services. This work is being carried out by the company Lenn Company Limited for a total amount of 1,497,184,346 FCFA, All Taxes Included, with financing from the BIP-MINTP, Road Fund Line. In order to facilitate their execution, they were phased in two, the first phase which consists of two sections of road, is executed for a total amount of 800,000,000 FCFA, including tax, includes the Manki II sections (inter N6 )- Mantoum (31.64km) and Mantoum-Massangam (41.30km). This first phase is carried out with an execution level of 61.01% for a deadline consumption of 58.88%. The work of the second phase, the start of which is conditional on the completion of the first, will be covered by financing estimated at 697,184,346 FCFA including tax. The scope of the work already carried out on the first phase includes shaping, mechanical weeding, cleaning and reshaping of ditches, as well as enforcement and construction of a 1.5 were noted during the execution of the project, in particular defects noted on the cleanings, two sunken passages and the upper technical blocks of the nozzles considered insufficient. The young Cameroonian rapper N’GREG succeeds in the challenge of a live concert. The honorable Rosette AYAYI president and Salmana Amadou Ali vice-president re-elected to the finance committee It is in a very relaxed atmosphere that the President of the National Assembly the Honorable Cavaye Yegue Djibril chaired the plenary to establish the (9) nine commissions of the lower house of the Cameroonian parliament yesterday Tuesday March 26, 2024. According to article 22 paragraph 5 of the internal regulations of the said chamber, the various lists after posting were made public by the PAN at this plenary and adopted by the chamber. The President of the House castigated the notorious absenteeism of certain elected representatives of the people who stand out for their absences, already decried by the oldest member of the House, the honorable Laurentine Koa Mfegue Épse Mbede during the election of the office last Friday. It is no surprise that the proposed lists were adopted and on the instructions of the president of the said chamber, after the end of the constitution plenary, all the committees directly entered into conclave for the election of the various committee offices. - Implementation of the SDGs in the CEMAC zone: We evaluate the efforts made
This is thanks to a workshop to develop reporting of statistics relating to the Sustainable Development Goals (SDGs) in the CEMAC zone organized from March 25 to 29, 2024 by the Commission of this sub-regional institution in Brazzaville, Congo. Produce a report on the statistics of the Sustainable Development Goals in the CEMAC zone. This is the main objective of the workshop which has been held for two days at the national directorate of the Bank of Central African States (BEAC), Brazzaville in the Republic of Congo. Chaired by, Ingrid Olga Ghislaine Ekouka-Babackas, the Minister of planning, statistics and regional integration of Congo, the solemn opening ceremony of this important meeting also recorded the very notable presence of Nicolas Beyeme Nguema, the CEMAC commissioner, representative, Balthazar Engonga Edjo' o, president of the said commission. For 05 days the participants, namely, among others, experts from Member States, mainly from national statistical institutes in charge of the production and compilation of SDG indicators in CEMAC countries, are also keen to: inventory of SDG indicators available in CEMAC countries; to strengthen capacities working in national statistical institutes on OOD. And to ensure that quality comparable data for monitoring SDG implementation is available and collected over time to fill national data gaps. The ultimate objective being, according to a press release from the CEMAC communications department received by our editorial staff, that at the end of this workshop, the recommendations will be implemented as part of the implementation of the statistics program under regional (Stat-Cemac 2021-2023) adopted by the heads of state of the sub-region. As a reminder, the heads of state and government of 193 United Nations member countries committed themselves in September 2015 in New York during a special United Nations general assembly to a new sustainable development agenda. They had promised a fairer, more sustainable and more peaceful world by 2030. This new agenda is supported by 17 SDGs, 169 targets and around 231 indicators to monitor progress made by 2030 in areas such as the eradication of poverty , education, the fight against inequalities, sustainable production and consumption, the climate, peaceful societies, etc. January 1, 2016, the date of implementation of the United Nations 2030 Agenda, constitutes the world's reference point in terms of efforts made for socio-economic and environmental development. At the same time, it serves as a compass to compare the performances that will be recorded by the States between 2016 and 2030. Central Africa is not left out, hence the Brazzaville workshop, seven years after the start of the implementation of this 2030 agenda which, it should be noted, is consistent with the 2063 agenda of the African Union. “Women and international migration: what perspectives for women’s rights? » This is the main theme of this exchange organized by CEIDES (African center for international, economic and strategic diplomatic studies) at the Djeuga palace in Yaoundé on Wednesday March 26, 2024. Exchanges which saw the participation of the ambassador of the Kingdom of Spain in Cameroon HE Ignacio Garcia Lumbreras, a privileged witness to this migration phenomenon. After the introductory remarks by the president of CEIDES Dr Christian POUT, four presentations allowed the audience to tour the different axes. The first "Gender and determinants of international migration" by Ms. Morelle Manuela SA'A NGOUANA, internationalist researcher associated with CEIDES, the second "Climate change, migration, immigration and women security" by Ms. Prudence NOUTCHA, associated researcher at CEIDES, the third “what legal frameworks and international mechanisms for the protection of migrant women and girls” by Maurice Rabier Charles Quentin of the IOM and finally the last “Female migration and socio-economic dynamics of countries of origin and host countries” by Dr Thérèse Azeng economist, senior associate researcher at CEIDES and teacher at the University of Bertoua. A question-and-answer phase brought this day of discussions to an end. It must be said, it is a tradition at CEIDES because already in March 2021, we organized a workshop on the theme “feminism and international relations: theories and practices”, in March 2022 the theme was “women and conflicts: are they on the side of peace", then in 2023 it was "gender equality in international relations". - Status quo in the national assembly
This Friday, March 22, 2024, was the day of the election of the office to the national assembly. The plenary session was marked by the election of the final office of the National Assembly. The work chaired by the oldest member, the Honorable Laurentine Koa Mfegue Épse Mbede, without surprise and in a reassuring calm, the president of the RDPC parliamentary group, the Honorable Roger Melingui presented the candidacy of his counterpart, designated once further proof of the party's confidence in the honorable Cavaye Yeguie Djibril, who has resolutely respected the political programs of the Head of State since he took the reins of the august chamber of the Cameroonian parliament. - National Assembly and Senate: Cavaye and Niat, reappointed
While the vast majority of Cameroonians, at least those who still believe in change, expected to see new people at the perches of these two chambers of parliament. This March 22, 2024 was election day for the offices of the National Assembly and the Senate. At the perches of the two houses, were respectively re-elected, the right honorable Cavaye Yeguie Djibril, aged 84 for the lower house and, Marcel Niat Njifenji, 90 years for the upper house. The change long awaited by some observers of the Cameroonian political scene has therefore not finally arrived. Once again, once too many, the national president of the Democratic Rally of the Cameroonian People (Rdpc), also head of state, Paul Biya has decided to opt for the status quo previously. Nothing new under the sun, one could then say. Clearly, the one who holds the power by law to make and undo destinies has shown the eyes of the world that he still trusts his old friends. Don't his supporters say that he is very faithful in friendship?. This umpteenth renewal of Cavayé and Niat then appears as another snub from the central holder of power who has demonstrated through this gesture that he prefers to continue with these personalities while they show signs of physical exhaustion (nothing surprising considering their ages). However, well before these elections for the offices of the two chambers of parliament, the signals suggested that there will be a renewal at the head of these two institutions. Many names have also circulated in the press, with good profiles. Nay, we have rather witnessed a renewal of the same. This is a distressing situation which once again demonstrates why the Cameroonian parliament is the seat par excellence of the inertia distilled by its standard bearers who no longer manage to create a new dynamic. However, many Cameroonians expected a real change which may foreshadow an abandonment of inertia for a parliament which truly assumes its missions and is not just content to be a recording chamber. In the National Assembly, for example, many indicators seemed to demonstrate that the thread of trust is now cut between the Mayo-Sava deputy and the top of the state. Some observers claiming to be in the secrets of the Gods, with the force of arguments, even affirming that "this time it's the right one, barring cataclysm". The landing of the monarch of Mada according to them was only a question of time because he would no longer be in the odor of holiness with the son of Mvomeka'a. Arguments which do not lack plausibility and relevance, if we stick to the latest decision of the Head of State banning the high-level forum that Cavaye had wanted to organize on an alleged famine in the north. Added to this are the unsuccessful attempts to meet the President of the Republic face to face in recent years. The last time that the PAN, in power since 1992, would have had this privilege dates back to 2013. Also, according to certain other indiscretions, the right honorable is no longer in odor and is no longer very appreciated by certain hierarchs close to the head of state. Which are, according to the defenders of the guarantor of Mada's traditions, the origin of the coldness of relations between the two men. Ultimately, in its relations with the other elites of the far North, the PAN would no longer be the man of consensus. This is evidenced by the numerous recriminations from the elites of this part of the country regarding the forum he wanted to organize on February 14 in Maroua. As for the Senate, this is where the greatest curiosity was observed. Marcel Niat Njifenji was re-elected despite his now fragile state of health and his very advanced age. He cascaded back to Cameroon while he was staying in a hospital on the other side of France. He was taken out of his hospital bed to seek re-election. A fool is anyone who thinks otherwise. As proof, it was necessary to wait 17 days after the start of the parliamentary session to proceed with the elections of office members when this could have been done just after the launch of the work by the oldest members on March 5. The unavailability of the president of the upper house is undoubtedly the cause of the delay. Needless to say, the reappointment of the presidents of the two chambers of parliament brings up to date the age-old question of the renewal of the political class which has become essential over time. - Fish sector: Cameroon plans to reduce its import level by 15% by 2025
This is what emerges from the Integrated Agropastoral and Fisheries Import-Substitution Plan (PIISAH 2024) which has just been published by the Cameroonian ministry in charge of the economy. According to the National Institute of Statistics (INS), Cameroon spent 761.2 billion CFA francs to import 1,043,916 tonnes of frozen sea fish between 2018 and 2022. The peak having been reached in 2022 where the CEMAC's leading economy imported 241,933 tonnes of this consumer product at a cost of 202.6 billion CFA francs (+27.5%), or 4.1% of the country's overall imports, estimated this year at 4,911. 3 billion (+27%). A state of affairs which is justified by the country's inability to produce enough fish to meet local demand. The INS informs on this subject that the annual production (230,000 tonnes in 2023) of this consumer product in Cameroon has remained very low in the face of increasingly growing demand estimated at 400,000 tonnes per year. Low production which should nevertheless increase, estimates the INS to reach 324,280 tonnes in 2025. But it's not always enough. This is how Cameroon intends to reduce its level of dependence on imports by 15% by 2025, compared to 31% in 2021. This, with a view to reviving its trade balance which has remained in deficit for 5 years (545.5 billion CFA francs in the third quarter of 2023). In addition, the largest economy in CEMAC plans to achieve its production ambitions of 450,000 tonnes of local fish by 2030. However, admits PIISAH, to achieve this, the implementation of significant structural reforms as well as the implementation of concrete and specific actions are essential. Among these reforms we can note, among others: “the revision of the legislative and regulatory texts governing the practice of aquaculture and fishing in Cameroon; the construction of conservation and storage infrastructures and the acquisition of transport infrastructures for fishery products (landing stage, warehouse and refrigerated trucks, opening up and development of maritime and continental production basins, structuring and support for the installation of fishing and aquaculture stakeholders in production basins”. Pending the implementation of the said reforms contained in the document which is now akin to the compass serving as a recovery plan for the fish sector, Cameroonians continue to make do with sea bass, mackerel, sea bream, sardines, etc., sometimes frozen spoiled due to lack of being able to consume meat or even poultry beyond the reach of most budgets.
